In relation to the governmental initiative Small projects in support of the regional development, Municipal administration Veliko Tarnovo approved project of Svishtov municipality for reconstruction of a fountain and an open-air kindergarten in Kaleto Park. Creating a favorite spot for relaxation and children games transforms the park into the only place in Svishtov, where there are historic landmarks, open stage and means for amusements for the children.

The Municipality of Montana is working on a project for putting into operation energy economizing measures in the VIII Secondary School Otetz Paisii, financed by the International fund Kozlodoui on a pilot project Energy Efficiency in State and Public Buildings - health services, education and culture. The conditions in the school would be improved and economies would be realized in an extent of 50% per year.

On 22^nd of September 2004 male vocal group Alen Mak celebrated its 10-year anniversary of its formation. The group gave over 100 concerts within the municipality and region of Sofia, and participated in many festivals and choir song events. It was awarded many diplomas and awards.

Preservation of unique historical resources through their digitalization is newly introduced in the Municipality of Svishtov. The innovation would allow large public access to the documents. Realization of the project would contribute to popularization of the culture heritage of the town of Svishtov. The documents preserved represent an important part of our history, which should not be lost and forgotten.

HIV / AIDS Prevention and Control Program, funded by Global Fund for fight against AIDS, tuberculosis and malaria, provides opportunity for developing municipal policy and actions in the field of HIV/AIDS prevention. The effective implementation of Component 7 requires efforts of local governments, institutions and organizations for acquiring necessary knowledge and skills.

In order to decrease drug demand and to prevent from involving people in drug abuse, we decided to make a research on current situation in Dobrich Municipality. The research conducted is in regard to:

Yearly research on key indexes of the European Monitoring Center;

Yearly report on drug abuse and related issues in accordance with methods of Multi City Pompidu Group, Council of Europe ;

Action plan implementation within program of Municipal Public Council of drug abuse.

Municipal Youth Theatre was established in October 2003. 11 children at an age between 13 and 17 were selected for participation. Building of Children complex Mezdra was assigned for seat of Municipal Youth Theatre. Petko Kotlarski is art director, working as an expert in Direction Youth Activities in Mezdra Municipality. Valentina Yotova is an assistant director, working as a teacher in Primary School Vassil Kanchov Moravitsa . Financial resources for a theater performance were provided by the municipal budget. At the 12^th International art festival Shining shoes Berkovitsa the performance was awarded with first award in Theater section.

In 2004, Municipality of Svishtov directed its attention towards the new problems in the area of civil society and the interaction with the youths of the municipality in particular.

For the third consecutive year Mezdra Municipality carried out Swimming summer within a program of Ministry of Youth and Sport. This year programs of 4 municipalities from northwestern part of Bulgaria were approved and funded for implementation. With the financial support of the ministry swimming courses were organized for 180 children from Mezdra and Zverino at the age between 7 and 15 years.
