Background

Health educational programs are designed for Dobrich schools in order to prepare young people prevent themselves from illnesses and risks and live healthy life. Many events are held that promote sexual health and explain on sexual diseases prevention. Some students possess knowledge and skills for applying successful strategies and problem solving, including teamwork, which is a good base to work on the program. Also Cindy program is in process. It expresses political interest of the municipality to work on health issues. Direction Education and culture encourages activities implemented in the field of health education issues in accordance with health policy of schools and municipality.

Practice

After consolidation of Dobrich Municipality as a pilot municipality within HIV/AIDS Prevention and Control Program, a work meeting was conducted. Representatives of municipality, schools and various health-educational institutions took part in order to get acquainted with program activities and responsibilities of Dobrich Municipality in regard to implementation of Component 7.


A municipal team for coordination of program implementation was formed. A municipal profile was carried out through inquiring related institutions, conducting work meetings, researches and analysis of available information. The profile examines current situation in regard to risky behavior, knowledge and attitude of target groups toward HIV/AIDS dissemination and sexual diseases.


Education and Culture Department spreads information to all school management departments about provision of financial and technical support in regard to health education and HIV / AIDS prevention in schools .

The municipality supports application procedure for developing profile of 11 Dobrich schools. Interested in the program schools are approved by a program management team. The schools work on two basic intervention procedures in order to teach young people how to limit risky sexual behavior :

● Enhancing capacity of schools to provide health education in the field of sexual health and HIV / AIDS prevention ;

● Developing school policy in the field of sexual health and HIV / AIDS prevention by applying to small subgrant projects .

16 teachers in health education are trained. The training was focused on sexual health and HIV/AIDS prevention. Work meetings are held. Communication with program participants is maintained on municipal and school level in the field of health policy. 8 representatives of municipality and NGOs are trained , as well as 10 youths and representatives of different schools in order to acquire knowledge and skills to work with young people on health issues.


Development of school projects are in process. They are designed to implement intervention within Development of school policy for sexual health and HIV/AIDS prevention .


Research on current situation in schools is in process , as well as analysis of needs and possibilities for cooperation and joint actions of school community and Direction Education and culture . It is envisaged additional classes in Health Education in schools to be conducted, which is part of Component 7 implementation. It is funded by the municipality.

Also development of project Youths outside school environment is in process. The expected financial provision will assure practical implementation of the National Health Policy on municipal and school level in regard to health education and special sexual health attitude. Municipal and school engagements are in the field of forthcoming training and practical activities, well defined targets and goals, concrete terms and responsibilities.

Results

● Acquiring knowledge, skills and experience for participation in health-educational interventions in and outside school environment, promotion of sexual and reproductive health and HIV/AIDS prevention ;

● Joint actions on school and municipal level for applying acquired knowledge and skills ;

● Introduction of additional course in Health Education for 2004/2005 study year ;

● Development of school and municipal policy in the field of sexual health and HIV/AIDS prevention in accordance with Component 7 goals and priorities.
