An important part of the municipal budget is the expenses for heating the buildings from Municipal Property Fund. After a detailed examination of the consumed electric and heating power for the period of 2001-2003, the municipality of Montana accepted a short term and objective program for energy efficiency. As target group, using the highest consumption of electric and heating power was declared the municipal schools. From this target group with highest expenses is VIII Secondary School Otetz Paisii. The municipal team chose this school and prepared a project/draft proposal for applying for the International fund Kozlodoui .
The municipal team held a survey and chose the school with the highest consumption of heating energy on the territory of the Municipality of Montana. The preparation of a detailed energy examination, done by licensed auditor was approved; this is an obligatory condition for applying to pilot project Energy efficiency in state and public buildings - health services, education and culture in the framework of the International Fund Kozlodoui. The energy audit envisages change of 2320 square meters of woodwork with double plastic and aluminium frames of the value of 330 000 lv. The only covered swimming pool on the territory of the city of Montana, situated in the school, provokes strong condensation of water vapour on the walls and leads to an inside destruction of the building. The auditor recommends the change of the ventilation system of the value of 30 000lv.
The project of the municipality is approved and is going to be financed. The implementation of the project starts in the end of April 2005.
In result of the repair activities and after the change of the woodwork the expenses for heating have decreased with more than 50%. After changing the ventilation system the building would have a better stability. All norms correspond to the required conditions from the International fund Kozlodoui and now are some procedures for the choice of executor through the Ministry of energy and energy resources.
- assured grant, financing an important for the community project;
- improved conditions for carrying out the educational process and creating the necessary comfort in the public building;
- decreased expenses for heating energy of over 50% per year;
- improved stability of the building, coming from the change of the ventilation system;
- justified and increased confidence of the community in the Municipality of Montana, because of its ability of implementing important for the community projects, with merely limited municipal budget.
