One of the priorities of the Municipality of Razgrad was engaging as many citizens as possible in resolving local problems. In 1997, collaborating with the United States Agency for International Development, the local Razgrad authorities developed a project for building public councils that would consist of different population groups. Public councils would work on problems in various areas: education and youths spare time activities, culture, sport, health, social activities, and infrastructure and development. After preliminary consultations with eminent public figures and specialists in the different areas, the project partners pointed out the members of the public councils, including representatives of all interested groups.

The project aims at paying more attention to the needs and problems of the citizens of the distant neighborhoods of the City of Dobrich. Since May 2003, the Municipality of Dobrich provides the citizens of two remote neighborhoods Balik and Riltsi with municipal services and information through the electronic desks of Information Services AD branch of Dobrich. At the same cash registers, citizens could pay their electricity and water bills. Hence, the inhabitants of the these neighborhoods save time and receive same high quality service as the one at the Center for Citizens Services and Information of the Municipality of Dobrich.

For more than 10 years the Environment Department has covered citizens education in the area of ecology in its yearly Program of preserving the environment that are developed and realized in partnership with environment non-government organizations and student ecology clubs. Main part of the program is working with local media aiming to increase the level of information spread in society.
