Background

Joint activities between the NGO Center and Regional Directorate of Internal Affairs Razgrad started in 2000 with the implementation of a project increasing the public support for the police activity in Razgrad.

Conditions were created for the police officers to get familiar with the way of communicating with a diversity of cultures.


A second project was jointly implemented Together we decide (2001-2002) to improve the effectiveness of the work of district inspectors and patrol officers increasing their confidence and citizen trust in the work of the police.

Practice

At the initial process phase five permanent reception places for meetings of citizens and police officers were set up in Razgrad District. Topic related to equal opportunities, religion, cultural classes, forms of ethnic discrimination, and basic rights and freedoms were discussed. A series of trainings were conducted for police officers in the district department on communication in multicultural context; trainings on communication and social skills and conducting citizen initiatives were delivered to leaders of ethnic communities.


Social visits were conducted to ethnic leaders homes. Problems of interaction between police and ethnic minorities were discussed with a focus on challenges and barriers to success. All year monitoring on the local media was conducted and special cards filled on relevant publications. An Open Day was conducted for students of different schools in Razgrad and surrounding settlements to get familiar with the difficult and responsible work of the policeman.


A public forum was organized on 22 May 2002 bringing together different social groups and institutions, the media and representatives of ethic communities in and outside the city of Razgrad. The forum approved a Plan for joint action between the police and ethnic groups. A Group in support to the police was set up, consisting of 8 men and 7 women.


A web site of the Together we Decide Project was developed and a brochure informing about its objectives and including important contact information.



Results

As a result of effective partnership with the District Police Razgrad the Plan was adopted by the Regional Directorate of Internal affairs . The training program contributed to the development of better interpersonal relations and communication skills. Participation of different ethnic groups in implementing change was enhanced through a wide consultative process.
