Background

In 2000, with the support of Coalition 2000 , Foundation City and Culture realized the project Corruption and Civic Culture that aimed to render and account of the tendencies and opinions among young people towards corruption as a phenomenon and a problem. At a work meeting between teachers and government representatives, the Foundation and the Regional Body of Inspectors of Education signed a protocol for collaboration. With the support of Youth activities and Sports Department of the Municipality of Varna, the project partners organized the first Days with open doors at the Varna Regional Court and the Municipality of Varna. Being supported by the United States Agency for International Development through its program Democratic Net , the project included more activities and involved students form smaller towns Devnia, Provadia, Dobrich.

Practice

Foundation City and Culture established a permanently functioning regional net for collaboration among schools and government institutions represented by Varna Regional Court, Varna Circuit Court, Varna Police Department, Municipality of Varna, as well as the Region of Varna. The practice included the following activities:


- Open doors days at the pointed institutions young people not only have the opportunity to get acquainted to the activities of the institutions, but also to increase their administrative and legal culture. In the same time, the governmental structures gain experience in providing transparency in their work.

- Summer practice for volunteers at the governmental institutions in the summer of 2002 such practice took place at the Varna Circuit Court. For one week high school juniors and seniors spent half a workday in a service of the juridical system. They were acquainted with the structure of the juridical administration and completed actual work, such as writing summons, sorting documentation, translation of correspondence. The participants also visited the prison of the Municipality of Varna and learned about some interesting cases from the law practice. At the end, each one of the students received a special certificate of participation at the initiative.

- Student Essay Contest Young people authors of the social changes dedicated to the Day of Bulgarian Constitution and Lawyers (April 16). All of the awarded essays were published in a symposium that also included a discussion among the participants on a topic, which was extracted from their essays. In 2003, the debates were devoted to problems of freedom and justice.

- Student Club Philosophy it was organized with the active support of Regional Library Pencho Slaveikov Varna.

- Bulletin Civic Culture that offers information about the project activities, interesting contests in the areas of education, culture, democracy, and civil rights.

- The Internet site http://cityand culture.ida.bg was developed at the end of 2001. Regardless of its short existence, currently over 1500 users per month visit the site from about 20 different countries. In 2002, the authors were rewarded with the nomination for best institutional Internet site of the year.

Results

1. The inquiries held among students in the years 2000 and 2002 show the following results:

- more even distribution of information channels of the authorities contributes toward establishment of more stable social position;

- the participants in the project Civil Culture are now more orientated in solving everyday administrative problems when visiting the government institutions;

- increased resentment towards corruption;

2. Open doors days served as a type of prevention criminal acts among the minors and juveniles;

3. The gained experienced was offered to the attention of the Supreme Court; as a result, the open doors days at courthouses will be popularized all over the country.

4. Open doors days at the municipalities gave practical results: the students got acquainted with the local authorities and in the same time, the schools received support in resolving current problems.
