The management of the Municipality of Dobrich undertakes a number of actions in order to improve the service of citizens through the Center of Citizens services and information and its Branch office for civil state services both situated in the downtown part of Dobrich. Considering the distant location of some living neighborhoods, the Municipal management searched for alternative ways to ease citizens access to municipal services.
Even in year 2002, the Secretary of the municipality initiated steps towards private-public collaboration in the process of improving the administrative services for physical and juridical persons. Subsequently, Information Services AD sent its offer for partnership to the Municipality of Dobrich. The management s and specialists teams of both sides participated in numerous meetings in order to set the frames of the preposition. In April 2003, the Municipality of Dobrich and Information Services AD signed a joint action contract. For the first stage of the project, the collaborators defined 18 different services that would be provided through the open working positions at the two neighborhoods Baliki and Riltsi. Contract enclosures settled the technology for service fulfillment and tax collection. This way, citizens are provided with services at their places of residence in the following areas:
- municipal property and privatization;
- infrastructure;
- civil state;
- trade;
- administrative and information service;
- tax payment.
The officials of the Information Services AD passed through 10 days of training at the Center for services and information of the Municipality of Dobich. They became familiar with common problems on the correspondence of the service applications, as well as learned to receive and register the necessary documents.
Technically, the project team fulfilled the following activities:
1. Built active communication with the established working positions in order to create technological preconditions for data exchange through the optic cable of the government administration;
2. All established working positions were supplied with the service information system of the municipal administration, including PP Contractor Desk .
Besides consultations and documentation processing, citizens are offered help with application fulfillment and preparation of the necessary documents. Information service AD also provides a specific document Current juridical firm state , which is required for registration of profit establishment.
The neighborhood offices are supplied with numerous information brochures and applications for all services, provided by the Municipality. This gives clear orientation for citizens about the requirements and documents necessary for service fulfillment.
According to the collaboration contract, the Municipality of Dobrich provides a premises in its building where citizens could receive a Certificate for electronic signature from Information Service AD branch of Dobrich. This contributes to the achievement of practical results towards the government policy of introducing electronic management.
Providing municipal services at the offices opened in the remote neighborhoods of Dobrich achieve the following results:
1. The citizens, particularly the groups in potentially unequal position from the distant neighborhoods of the city, are provided with easy access to the administrative services of the Municipality of Dobrich. Currently, they could receive information and services in all work areas of the Municipal administration, while paying their electricity and water bills.
2. The collaboration established between the Municipality of Dobrich and Information Services AD is an important step towards providing a complex servicing from various institutions for juridical and physical persons.
