The International Conference organized by Varna Municipality with the financial support of the European Union Twinning Program, conducted on 24 - 26 October 2001 in Varna, created the possibility of dialogue between all participants in the educational process: teachers, pedagogues and university lecturers from Bulgaria and abroad, local government, parliamentarians, NGOs and primarily students from Varna schools.

The Association of Danube River Municipalities Danube led by its understanding that as a non-governmental organization of municipalities it can play the role of a generator and an accelerator of expanding the transboundary cooperation with Romania, has set as a main task in its Strategic Plan the establishment of Euroregions and the establishment of sustainable transboundary contacts between Bulgarian and Romanian local and regional authorities.

Sofia, the capital of Bulgaria with 1.2 million inhabitants, consumes energy for heating purposes at almost twice the rate of the European standard. This results in excessive energy costs and high CO2 emissions. In order to reduce both energy consumption and air pollution, the municipality decided to establish an energy conservation program. With an EcoLinks Challenge Grant, it teamed up with an American consulting company and a Bulgarian NGO to develop an Energy Efficiency Action Plan.

The main purpose of the Investment Forum was to attract investment interest to Silistra and to put an accent on the business opportunities offered by the border position of the town in relation to Romania and Moldova. Multimedia presentations of the investment climate in the region, promotion of Silistra new marketing materials, prepared with the joint efforts of experts within the framework of the Technical Twinning Program, and the experience shared by businessmen who had invested in the region, have greatly contributed to the accomplishment of the forum objectives. After the official part of the Forum a visit to the sites suitable for investments was organised.

The Municipal Energy Agency in Stara Zagora set up in December 1999, started its activity in June 1999. It is chaired by Dr. Evgenij Zhelev, Mayor of Stara Zagora. Following a successful project application, the Agency starts its activity with the financial support of SAVE II Program of the European Commission. Partners within this project are the Municipalities of Lambeth, UK and Florence, Italy. The project work program encompasses a four year period.

Center for Information and Citizens Services of the Municipality of Vidin is a result of the united efforts of the municipality, represented by the Mayor, Ivan Tsenov, and the financial support of the US Agency for International Development and the Danube Initiative Program of the Foundation for Local Government Reform. The Center was built in the period from February to November 2000. In spite of its short time of operation, it has reached a high technological capacity and work quality, which The Center for Information and Citizens Services of the Municipality of Vidin is a result of the united efforts of the municipality, represented by the Mayor, Ivan Tsenov, and the financial support of the US Agency for International Development and the Danube Initiative Program of the Foundation for Local Government Reform. The Center was built in the period from February to November 2000. In spite of its short time of operation, it has reached a high technological capacity and work quality, which has entirely changed the method of citizen servicing.
