Practice
The main tasks assigned to the Municipal Energy Agency are: to develop a municipal energy strategy and program; to develop a database on energy consumption at municipal sites; to perform energy audits of buildings; to develop energy efficiency projects and business plans; to provide consultations. Seeking funding for developing energy efficiency projects is an especially important aspect of the Agency s job.
The Municipal Energy Agency and the Municipality of Stara Zagora jointly developed and implemented a street lights replacement project. Under the project, the bulbs at the Mathematics High School in the city were replaced with energy saving ones.
Another successful project was the gasification of 14 municipal sites. The project is funded by the National Trust Fund. By the end of the project in May, 2001, 14 schools, kindergartens, day care centers, the opera, the sports hall and the former Pioneers Home will be heated by natural gas. As part of the project, the Agency developed a project for the replacement of the boiler at the 2nd primary school with a more effective, gas-fueled one, consistent with the school s capacity. The general grant for the project amounts to BGN 400,000. A second stage of the project is under development and will include another 22 municipal sites.

Results
The implementation of energy efficiency projects provides proven benefits for the environment and at the same time reduces energy costs. Air pollution is reduced significantly and gasified sites reduce their energy costs by 50%.
The Municipal Energy Agency is an active member of the Municipal Energy Network. The Network was established within the programs of the EnEffect Energy Efficiency Center and the Black Sea Regional Energy Center. The Agency has been invited to become a member of several international energy efficiency organizations.
