The main structure determining branch in the municipality of Zlatograd in the period during the realization of the practice was related/connected with the mine industry and the working till 1998 Gorubso- Zlatograd Inc. . During 1999 the company/enterprise is declared/announced for liquidation and around 1200 workers are discharged. A great number of the redundant mine workers didn t have the needed qualification and skills to find a job at another place or to start their own business. There were a lot of families where both of the parents were unemployed. In connection with the plan of the European Union, in the beginning of 2001 with a Decision of the Regional Council - Zlatograd a Program for employment was accepted. While preparing the program a full analysis of the economic and socio-demographic characteristic, economic conditions, the experiences in countries of the European Union about the role of the mine companies in the strategy for employment, the influence of the unemployment on the public spirit/civic sense, was done. The main aims of the Municipality of Zlatograd were set up; in correspondence with them was worked out the present project. A necessity for developing alternate production and means of living occurred. This demanded/required the presence of corresponding qualification and skills. According to the program for employment of the municipality, the alternate employment may be found/may be looked for in the rural economy, the tourism and the exchange of work power with other municipalities within the country and abroad. For the implementation of the aims of the program the achievement of new skills and qualification was needed.

To increase the possibilities of starting an independent business for the redundant mine workers and the members of their families, to achieve equality on the labour market and to encourage the unemployed to participate actively on the labour market, were carried out a lot of trainings for achieving computer and language skills, accountant s skills, how to rule/run a small firm, preparation and realization of projects. 

- A modern computer room was set up regional Information-educational center, offering the possibility for professional training corresponding to the contemporary/modern requirements;

- Through licensed firms were organized courses of English and German language, computer skills, how to work out a project, the possibilities for starting a private business and book-keeping;

- The realization of the unemployed was helped by their presentation before the employers on a website and through brochures;

- Informational, marketing and intermediate services were offered;

- Expert services and consultations on projects for financing and education were provided;

The municipality of Zlatograd was the leading organization and partners were the Association Center for development of the Municipality of Zlatograd and the school board of Vasil Levski School - Zlatograd. Project Information-educational Center is being realized on the Project for employment in the regions with mine and steal-extraction industry (SMAEP), on Phare Program with contracting party the Ministry of Labour and Social Policy, in the period between 01.12.2001 and 30.11.1002.

Computer skills and work on Internet for 90 unemployed people;

Language training English and German language for 90 unemployed people;

How to work out a project for applying for donor organization, programs for pre-accession funds of the European Union- SAPARD, for financing by the Government funds Agriculture Fund and others, for 90 unemployed people;

Book-keeping and starting an independent business for 90 unemployed people;

- Providing free information about donor programs, encouraging the small and middle business;

- The graduates of the course of training have free access to Internet and computer equipment during the preparation of projects and advertisements for their private business.
