The Consultative Committee on Economic Development within Mayor s office in Municipality City of Dobrich is a newly - established structure , which aims at improving existing and developing new realistic mechanisms of better and effective partnership between business and local authority .

Its establishment became a part of a series of actions and initiatives , undertaken by Mayor s team in Dobrich for the improvement of investment climate in the Municipality , for better coordination of actions between local authority and local business and implementation of concrete joint initiatives .

How can local and business representatives in real economic situation interact and find the successful formula to work together ?

This question emerged in the course of our discussions and analysis of existing situation and trends for development of effective joint initiatives between Dobrich Municipality and local business .

This also provoked the idea to initiate a meeting between new mayor s team and local businesses in order to prioritize business issues , difficulties and last but not least to introduce our concept on economic development of Municipality City of Dobrich .

Through positive and constructive dialogue both sides declared their readiness to develop joint strategies , based on positive experience through years , upgrading good practices and establishing new mechanisms of closer and deeper cooperation .

Our next step as a mayor s team was the establishment of a Consultative Committee on Economic Development within the Mayor s team in Municipality City of Dobrich .

Members of the Consultative Committee are representatives of small, medium-sized and large business on the territory of Dobrich .

Its objectives are as follows :

Analyze all external and internal factors impacting business development in Dobrich ;

Outline basic challenges and obstacles for local authorities and business ;

Identify main priorities and the vision on economic development in Dobrich ;

Identify goals and measures of achieving them , the role of business and local authorities ;

Discuss opportunities and mechanisms of co-funding project of community importance ;

Formulate clear procedures and regulations for joint work and cooperation in all fields of economic development .

First results are as follows :

q The Consultative committee will hold monthly sessions , if necessary extraordinary sessions , too ;

q First step to perform effective partnership would be involvement of all members in the Public Discussion of the Draft Budget of Municipality City of Dobrich ;

q Defined clear regulations and procedures of joint Concept on Economic Development of the Municipality;

q Local business issues and problems prioritized ;

q All economic sectors of importance for improving the investment climate in Dobrich analyzed ;

q The necessity to build administrative capacity to start new programmes and projects aiming at stimulating new forms of funding innovative projects realized ; opportunities to strengthen participation of small and medium business in national and EU programmes .

In order to succeed in the implementation of the economic strategy in the city of Dobrich , and to meet concrete needs of citizens , we should combine efforts and actions of all institutions , of local business and community , and to work in one direction .

This is the vision we all support local business and local authority , establishing the Consultative committee on Economic Development , and we do consider that this presents the successful formula of economic revival of Dobrich City .
