The main challenge to the municipality team has been to find appropriate mechanisms for sustainable informational and administrative service to citizens. With the support of World Learning and FLGR, the municipal team completed a number of initiatives to introduce modern and citizen-friendly provision of citizen services.

The objectives of the project are:

- To develop effective ways of communicating with citizens groups of farmers and businessmen to encourage their entrepreneurship activity. Three meetings with over 120 people entitled Agricultural advice were held.

- A survey of administrative service was carried out among randomly selected representatives of the target groups

- Information was provided on crediting and subsidies in the sphere of agriculture ot 135 farmers

- Technical assistance was provided for the development of 135 project applications to the Agricultural Fund

- Improvements were made to the equipment and software in the Citizen Service Center

- Information materials were published about 16 adminsitrative services

- Valchedrums website was dynamically updated with similar information and links to useful websites.

- CD with important municipal documents and presentations covering the period 1999 2001 was published.

Favourable conditions were created for local economic development and citizen participation in local government. Municpal officials' skills in delivering quality services and team work were improved. Computer equipment was upgraded and modernized.
