Background

Improvement of the services offered for the citizens is a priority of the work of the Municipal Administration. In support of this thesis, the management of the Municipality of Beloslav constantly looks for new way of improving the administrative service of its citizens. The practical experience of other municipalities and the support of the Foundation for Local Government Reform helped clarifying the goals in realizing the idea for setting up a Center for Information and Municipal Services.

Practice

The project realization is a result of the joint efforts of the municipal management presented by the Mayor Emil Dichev and the head of the project team Nelly Jecheva Secretary of the Municipality. The Center for Information and Municipal Services offers a total of 110 services with only four work positions:

- Secretary s Office, Information, and Complaints

- Municipal Property, Spatial Planning, Trade and Transportation

- Civil State and ESGRAON

- Pay-desk.


Situating the Center in the lobby of the building contributes to its maximum functionality by offering the citizens European kind of service through neat and comfortable furniture, as well as polite attitude by the employees.


The connection among the Center and the functional departments of the municipal administration is guaranteed by unified informational system, which allows full control over the documentation circulation. Thirty-three computer systems, connected to local computer net technically ensure the system. Acster program products have been installed. They include separate modules for a documentation circulation system, municipal property registration, numerical cadastre, rents for municipal buildings and sites, license and register regimes, and cash desk.


The project very much emphasizes on high quality service. For this purpose, the team designed four different brochures that consist of information regarding various services offered, necessary documents, terms of fulfillment, and prices.

The Internet site of the Municipality of Beloslav www.obstinabeloslav.hit.bg includes the same information with detailed description of the Center, as well as pictures. A specially made information board shows all regulations of the Municipal Council Beloslav, information of impending auctions and competitions, privatization deals, and various announcements.


Cooperation with FLGR continues: in regard of the service improvement is the forthcoming building of Desk of the contractor. It would provide thorough information about the administrative procedures at municipal, regional, and central level. The project team has developed a plan for expansion of the Center for Information and Municipal Services through opening work position in the separate municipalities. The small number of settlements in the Municipality of Beloslav facilitates the process of realizing the system of automated servicing of citizens at each place. These service points contribute towards higher quality, faster, and more effective service, saving time and finances for the citizens out of the town of Beloslav.

Results

Opening of the Center for Information and Municipal Services introduced new way of working with citizens. It achieved:

- reducing of the subjective factor in servicing

- increasing of citizens` trust towards the municipal administration

- improvement of the quality and cut the time for service

- feedback from citizens

- receiving up-to-date information of the level of service, as well as type of the most common problems.


Practical realization of the efforts of the Municipal Administration towards greater transparency of the work with citizens and application of a new preventive mechanism against professional abuse has led to implementation of the main goal: strengthening the citizens` belief that the municipal administration works to fulfil their wishes and needs.
