Background
Disabled people in Bulgaria are still treated as a minority group problem and the social aspect is being left aside. Most of these people still stay mostly at home; they rely only on the cares of their relatives and friends and are strongly limited in any self-development and realization. The heavy combination of architectural barriers, low incomes, unemployment and financial deficit focus on the fact that these people cannot be part of our society and work out a clear vision for their future development.

The project is the second part of a 5 year program for social-psychological adaptation and integration of people and groups of inequality status within society. It is a continuation of a previous project Daytime centre for social rehabilitation of disabled people over the age of 18 where the team worked with 40 people with disabilities.
The aim of the project is to create consulting and mediator Bureau for social activities and services. The Bureau would provide access to information and resources through direct consulting activity and professional support. This would help for the development of social entrepreneurial aspect of the matter, mediation and supportive role before the institutions in order to stimulate people for active and useful life.
Project activities respond to the demands of target groups in time full of various reforms in society. Regarding passport identity replacement, pension and health reforms one should constantly go and visit different institutions, collect documents, fill in complicated forms. People need support and information.
Almost every activity is developed locally at the clients homes. This allows for an adequate response to every specific need; the most useful appears to be the rehabilitation work at people s homes, because this relieves temporarily the disabled people.

Results
This project enables the team to realize in details the specific problems of the target groups. They have been encouraged to unite in a new organization and to work on their problems. At the end of the year the reports show that more than 250 people received services some of them once, others regularly during the whole year.
Parents with disabled children have organized an association which would start working towards solving their problems. During the working sessions all individuals with disabilities realised the strong need for uniting their efforts in finding solutions and standing together for their rights.
