Background

On the territory of Pleven region exists only two information and service centers, mainly for business support, registered as NGO s. The provided information about EU and Europe integration processes is really poor and not actualized all the time. Other places for gaining information are internet clubs, bookstores and libraries regional, urban; and in some of the bigger schools and community centers.

There is no publicity on the themes about EU though the mass interest we register. This grounds the application of an effective organizational formula and appropriate methodology for broadly informing. Good option in this case was the establishment of an information center about EU with a packet of services addressed to a wide circle of users.

Practice

The practice is financed by Phare Program Europe 2003 and Pleven municipality.

A partner in this project is Center for steady development of Pleven municipality Association Pleven town, which: participates in press conferences and working meetings with partners; accomplishes mainly the activities in the Center for information servicing of users and participates in elaboration of special materials for medias; takes part in two seminars about training the team of information center and in the implementation of twelve modules for training on themes about the EU; prepares the documents for registration of the Information center as NGO and participates in the administration of this project, because of the fact that the team of the Center is detached by the organization. Associate partner is the municipal guidance, which: co operates for the establishment of information exchange with ten more municipalities in the region so that they could join the web of the Information center; participates with its own representatives in seminars, partners working meetings and press conferences.

Main steps for accomplishing the practice are:

I. Interviewing citizens, firms, non-governmental organizations, public institutions and other structures out of the three state enterprises

I.1. Sociological research We in Europe in the beginning of the project for registering the expectations, identifying and enunciating the most important needs of citizens, firms, non-governmental organizations, public institutions and other structures out of the three state enterprises.

I.2. Sociological research Step forward at the end of the project for reporting on the effectiveness of the work of the Center to citizens, firms, non-governmental organizations, public institutions and other structures out of the three state enterprises.

II. Holding working meetings with partners in the project

II.1. Working meeting with the partners for examining the results of the preliminary inquiry, negotiating on the information flows and elaborating a Statute-book of the activity, Plan-program and Strategy for development of the Center.

II.2. Working meeting with the partners at the end of the program for reporting on the results of the realization of the project. Drawing up a joint protocol to rate the project implementation.

III. Establishing a Regional center on the territory of Pleven municipality for information servicing on questions about the EU and the European integration.

III.1. Providing an office for the information center.

III.2. Preparation of auction documentation for the selection of a fitting-up and technical deliverer firm.

III.3. Training the team for work in the information center.

IV.1. Hiring the working team for the Information center.

IV.2. Maintaining the parameters of work environment for proper functioning of the office.

IV.3. Maintaining permanent opportunities for communication free Internet access; telecommunication connections;

IV.4. Providing all the necessary office materials.

IV.5. Creating an e-library.

IV.6. Rendering an information-consultant services for users.

V. Public announcements in order to inform the society for the project and the work of the Information center.

V.1. Holding press conference in the beginning of the project to acquaint the society with the idea for popularizing the Center.

V.2. Holding press conference at the end of the project to acquaint the society with all the realized initiatives and to report on the results of the work of the Center and on the project.

VI. Popularizing the European Union.

VI.1. Producing and installing devices for visual identification.

VI.2. Founding special rubrics on themes about the EU and the European integration.

VI.3. Publishing activity for popularizing the EU.

VI.3.1. Printing Europe open gate newssheets addressed to citizens of the Pleven region.

VI.3.2. Printing Tomorrow I am a citizen of the EU brochures addressed to students receiving education on the territory of the region.

VII. Increasing the knowledge about the EU.

VII.1. Holding Window to Europe Training module cycle to increase the competence of the local administration and of the team of the Information center on questions about the EU and the forthcoming integration of Bulgaria.

VII.1.1. Module I EU structure and institutional functions

VII.1.3. Module III Bulgarian legislator partner in the EU

VIII. Registration of the Europe Regional information center as NGO according to ZULNC at the end of the project judicial reconstruction of the structure for gaining an independent statute.

Results
  • Popularizing the EU in all spheres of the public life;
  • Increasing the level of informing of the citizens and the institutions in The Pleven region about EU;
  • Increasing the European orientation among the local community;
  • Increasing the knowledge about the influence factors in the process of the EU enlargement;
  • Encouraging the faster integration of Bulgaria in EU;
  • Developing higher publicity of EU in the region.
