On 11 March 2004 in the hall of the Municipal Building in Mezdra a public discussion on the Budget 2004 was carried out . Simultaneously with this and in the week 8 to 11 March sessions of the five standing committees within the Municipal Council were carried out with the attendance of the mayor , head of Budget , Analysis and Control Department , experts from the muniicpal administration and external experts . The whole campaign ended with the adoption of Budget 2004 at a session of the Municipal council Mezdra held on 16 March 2004. The events in the process of developing and adopting the budget were widely announced local and regional media .

The institutionalizing of the local social mediator (ombudsman) within the municipal administration aims at implementing control over the activities of the municipal administration and public institutions in the city of Razgrad. Thus performing protection of rights and legal interests of citizens in Razgrad Municipality through implementing successful practices in public - private partnerships between local self - government bodies and citizen organizations .

At the end of each session of the Municipal Council, citizens are given the opportunity to make comments, ask questions, and offer suggestions on matters of public importance with no preliminary listing or censorship.

The project creates favorable environment to attract junior and senior high school and college students to participate in the local self-government through an adequate training and education.

The project activities aim to involve young people in a dialogue with government institutions. On the one hand, youths study many similar subjects at school geography, history, ethics, law, world and personality, but on the other hand, there are no practical mechanisms that convert the knowledge in all these areas in an active citizens position.

Discussion forum Stop Violence gathered institutions, local authorities, public figures, and students aiming to achieve higher level of information, dialog, and partnership in violence prevention. The participants set effective forms of future joint work.

Municipality of Shumen and the Political Processes Research Center signed a memorandum for establishment of a Citizen observer that would monitor the work of the Municipal Council of Shumen - mechanisms of taking decisions, legal base of the procedures of appointment of public orders, holding auctions and making privatization deals.

The Green Heart of Simeonovgrad project aims to transform the unregulated landfill created in the centre of the city into a park. Municipal authorities, the Regional Association of Municipalities Maritsa and the citizens discussed the priorities of the city and decided that action should be taken to improve the city centre.

In their desire to find appropriate forms of provoking the interest of young people to the European integration theme, the Municipal European Integration Centre initiated the creation of a Youth Euroforum as a new form of cooperation between the Municipality and young people in Sliven as partners in various public activities.
