The municipality of Shoumen has created Bulgaria s first Advisory Council for the management of its international relationships through the Sister Cities (United States) and Town Twinning (Europe) programs. This Council is comprised of a diverse selection of non-municipal and municipal members, including minority, NGO, and business sectors. This Council is an attempt to better distribute and locate exchange programs with international partners, and then to promote these relations throughout Shoumen.

With the implementation of the project, the community centre in the village of Kapitan Dimitrievo managed to overcome the information isolation of the population from the village, ensuring Internet access and new communication and information channels. Many local organizations and institutions benefited from this new possibility: the local school, the mayoralty administration, the local health-care institution, the children-garden, many families, and also the school in the neighbouring village of Radilovo. Computer literacy has been introduced by the United Nations as one of the basic criteria for basic human skills, together with the writing and reading literacy. The lack of Internet access in the village leads to the information isolation and marginalisation of a whole population group. These two elements of the contemporary social policies were the grounds for the project idea and implementation.

The establishment of an information centre within the Zarya community centre in the village of Vakarel ensured access to information from various administrations, organisations and institutions and on-line resources. Such an access was not available before the implementation of the project, which brought discomfort and informational isolation for the local community, especially among young people.

The project implemented by the Svishtov Business Center provided Internet connection to all 15 villages of the municipality. The document flow between the villages and the citizen information center in the town is now conducted in a common format. An opportunity was created to provide administrative services in the villages.

The Client s Charter and the Administrative Service Standards were adopted in late May, 2005. They are an extension of the Municipality of Mezdra s systematic efforts to improve the quality of municipal services and to reform service delivery in consistency with the new and higher requirements in the sector.

Dobrich town municipality is the only Bulgarian municipality, which elaborated and in the moment implements Program for realization of public utilities enterprises on objects municipal property, with the participation of the citizens of Dobrich. In the elaboration of the program the municipal administration attended the idea to create real preconditions for civil community formation, and together with the implementation of the mechanism of public-private partnership citizens to take part in the construction and supporting of the public spaces parks, gardens, pavements, squares and others by their own means /as co-financing/ or with their labor.

The program has been accepted by the Municipal counsel of Dobrich town municipality with a Resolution in January, 2005.

Following the development of a new web site of Dobrich Municipality, performance of design and software of on-line services was assigned. The new web page targets are e-services provision and possibilities for two-sided interaction, carried out on the following topics: On-line services , Customer service center , Feedback . With regard to the web page content the accent is put on its dynamics, on the account of the static part. The web page is administered by municipal employees, which is a guarantee for provision of topical information.
