The cooperation and the effective interaction between the municipalities of Maglizh and Sapes materialized in bilateral exchange in business, culture, science and education, preservation of national heritage, etc. The twinning of the two municipalities is a prerequisite for the cooperation between associations of municipalities from Bulgaria, Greece and Turkey.

The Francophil citizens association was established in 1998 by a group of French teachers. Its activity attracts citizens who know and frequently use foreign languages. With the increase of the number of international contacts of the town, the association re-registers under the name Twinning Committee. The members of the Committee, in cooperation with the municipality deal with the establishment and the development of international contacts with foreign partners.

The Municipalities of Tutrakan and Oltenitsa extend the cooperation between them due to increased frequency of travels and contacts between Bulgarian and Romanian citizens and businesspersons. A Mutual Agreement for Cooperation and Assistance between the Municipal Councils and administrations of both municipalities is signed in all possible fields economics, infrastructure, ecology and culture. An exchange of information between the municipal administration and the municipal councils is taking place.
