Background
Mayors might change, but the Twinning Committee always stays - says the Mayor of Vigno-de-Sena, France. The friendship between the French city and the town of Troyan begins in 1998. After visits by official delegations from both cities the signing of a Partnership Agreement is reached. Following the example of the citizens from Vigno a Francophil Association is established in Troyan. Its founders are teachers in French from Troyan. Later the association is officially registered. Its mission and activity attracts a lot of followers who know foreign languages. With the development of the international contacts of the association, it becomes more popular as the Twinning Committee.

Practice
According to the present association`s statutes, the Chairman of the Twinning Committee is the Mayor of the Municipality of Troyan. The members of the committee organize the international contacts of the organization. The town of Troyan develops successful relationship with the towns of Ostermundigen and Kandersteg (Switzerland), Limavadi (South Ireland), Marina Gorka (Bialorussia) and Vigno-de-Sena (France).
Cooperative initiatives with the town of Vigno-de-Sena: An official delegation from Troyan, as well as the folklore ensemble visits Vigno-de-Sena during the days celebrating the town. Students from the Language School in Troyan go to the French town for a ten-day training course. In 1998 the municipality receives 600 kg medicines and children s food for the Regional Hospital. In August 1999 an ambulance will be sent from Vigno-de-Sena. The Twinning Committee is granted a computer and fax machine. For the newly established library of foreign books and literature the citizens of the French town send more than 200 books as a gift.
Cooperative initiatives with the City of Ostermundigen: After the signing of a Mutual Cooperation Agreement, 35 students from Troyan leave for a two-week training practice in Switzerland. Now the municipality of Troyan is ready to welcome 35 children from Ostermundigen.
Cooperative initiatives with the town of Limavadi: The most interesting practice is the signing of a three-party contract between the towns of Troyan, Vigno and Limavadi. The students from the three towns communicate actively. The orchestra from Limavadi is invited to visit Troyan.
Cooperative initiatives with the town of Marina Gorka: The partnership between the town of Marina Gorka and the town of Troyan begins after the celebrating of the 130th anniversary of the establishment of Troyan. A delegation from the town visited Troyan and prepared a focused program for the future joint initiatives and contacts.
