Foundation for Local Government Reform jointly with Prime Consulting and the Ministry for Regional Development and Public Works on 31 October 2008 in Ruse held a Forum entitled "Possibilities for creating partnerships for applying for funding in the framework of the Programme for Trans-border Cooperation Romania - Bulgaria 2007 - 2013.

The goal of the Forum was to gather Bulgarian and Romanian NGOs and public organisations from the trans-border region of the two countries that would form partnerships to apply with joint proposals under the second call for proposals of the programme.

More than 100 representatives of Bulgarian and Romanian organisations participated the forum. The main guidelines to write a proposal under the Programme were presented to them and three working groups were formed - each of them dealing with one of the priority areas of the Programme where the participants shared ideas and discussed possibilities for partnership projects.

Forum was organised under the Technical support for the Programme for Trans-border Cooperation Romania - Bulgaria 2007 - 2013 BG 2005/017-455.01.04-01.
