Municipality of Dobrich City
Background
The Municipal Program for Education and Training for 2000-2003 includes as a main strategy introducing contemporary information and communication technologies into the education system of the city of Dobrich. For this purpose the Municipality needs to ensure that teachers are familiar with computers and software, and have access to modern information technologies, specialized literature, and the Internet access. Hence, the need to build a specialized municipal division for information provision and education emerged. The division was attached to Education and Youth Activities Department.

Practice
The Education and Youth Activities Department has been aware of the latest trends of fast development of information and communication technologies. However, the sphere of education hardly makes use of use the top achievements in the sphere of computers and their applications. To overcome this development barrier, the Municipality of Dobrich started work in two directions:
- building and equipping computer rooms at the schools;
- equipping a Center for Information Services and Education as a part of the Education and Youth Activities Department.
Since its opening, the Center has become a natural environment for teachers to discuss school schedules and hold demonstrational trainings in various subjects. The Center organizes trainings for Computer Science teachers and managers of computer rooms. The Center has collected a rich and diverse specialized literature library. Simultaneously, program teams for development and introducing of educational computer software in different subjects have been formed. Free access time is agreed with teachers s schedules, so that they should have the chance to work with Internet and educate themselves. International contacts aiming information and experience exchange, as well as commensurability with the European education standards became an everyday need. In 2003 the Education and Youth Activities Department will host a National Conference on Modern Education in the Context of ICT supported by Microsoft Bulgaria.

The Center for Information Services and Education at the Education and Youth Activities Department has become an attractive place for all teachers who wish to gain computer knowledge and skills. The Center has created an opportunity for experience exchange among teachers and students. Teachers interest in applications of the latest information and communication technologies into education has significantly increased.
