The campaign already started in our municipality . We implemented assessment of the level of transparency in the work of the Municipality by means of a questionnaire. A Committee on development and improvement of transparency in the work of the Municipality was established . We undertook the following steps and drew the following conclusions :

Ø The agenda of the sessions of the Municipal council should be announced in public on the local cable radio and TV

Ø Conditions for attendance of citizens and journalists at sessions of the Municipal council were created

Ø The procedure of citizens speeches has been adopted in accordance with the Regulations of the MC

Ø Minutes of the MC sessions are managed , full record of speeches of municipal councilors is made on tapes

Ø MC sessions are transmitted in live on the cable TV

Ø Minutes of the sessions and decisions are put on the information board in the Municipal building till the announcement of new ones . Each citizen has the right to access the decisions and minutes of the MC sessions and after paying a charge to receive a copy of them

Ø The MC has fixed a day of the month the next to the last Tuesday to perform its regular sessions

Ø The community has access to information about reception days of the Chair of the MC , Mayor , Deputy mayor and Secretary

Ø The MC elaborates regular reports on its activities at the sessions , which are transmitted in live on the local cable TV

Ø Ordinances and the Regulations adopted by the MC are put on the information board of the municipality , and those of larger public importance read on the local cable radio

Ø A Development Strategy of the Municipality was adopted, and constantly enriched and revised

Ø Monthly meetings of the operational team , heads of units , mayors of mayoralties every first Monday of the month

Ø The managerial staff holds meetings with citizens on the spot every three months

Ø The Municipality has its web-site and a Customer Service Center

Ø A System of Access to Public Information was established

Ø Only the Code of Ethics of the state officials has been adopted in the Municipality , such code will be elaborated referring to all municipal officials

Ø Municipal administration manages a registry under 61. Orders of public importance are announced on the local cable radio and exposed on the Information Board at the Municipal building

Ø The Committees within the Municipal Council and Municipal administration work jointly in the process of developing the municipal budget

Ø The municipality performs public hearing of the draft budget

Ø The public is informed on the update of the budget

Ø In the course of discussing local taxes and charges , the economic committee within the MC and at the sessions of the MC assessment of social sustainability to taxes and service costs is performed . Costs of services include material and labour costs and are not part of the profit of the Municipality

Ø Every year an Investment Programme of the Municipality for the respective calendar year is adopted simultaneously with the adoption of the budget . The investment programme is announced to the population , because the sessions are usually transmitted in live on the local cable TV and the decisions taken at the sessions are put on the Information Board

Ø Information about administrative services : needed documents , deadlines of implementation and costs, is delivered at the CSC . One could find samples of complaints for specific services , where needed documents , deadlines and costs of the service are mentioned

Ø A box of complaints, recommendations and opinion of the citizens is also put in the CSC

Ø Report on the implementation and analysis of the complaints of citizens is performed twice a year at the sessions of the MC and citizens may get informed about it on the cable TV

Ø Public procurement is usually announced in the press according to the requirements of the Law . The members of the committees fill a conflict of interest declarations

Ø Municipal Property Unit manages registers about the real estate , rents , concessions , but still none of them has been announced in public . In case of interest shown on behalf of the citizens the information could be delivered

Ø Through announcements and before each tender lists of the real estates and costs are usually published

Ø The renovation of the web-site is on its way, thus providing for us the opportunity to publish all decisions and programs of the Municipal Council and Municipal Administration

Ø Development of a Program for Increasing the Transparency in the work of Municipal Council and Municipal Administration will be our further step
