Practice

It has been the fifth year in succession that Municipality of Montana jointly with the cooperation of the media , non - governmental organizations and branch unions , organized a wide publicity of its investment policy referring to the budgetary year . It has been developed on the base of recommendations submitted by as follows :

- citizens, who were employed by the municipality during the previous year;

- organized public discussions ,

- offices within neighborhoods and settlements;

- meetings with representatives of sub - budgetary distributing units;

- local entrepreneurs .

In the process of identifying the priority infrastructure and public works projects , clear and well - defined and preliminarily announced criteria were used . The most important of these are as follows :

- Received co-funding

- Solution to problem of more than 100 people;

- improve investment opportunities;

- create better environment in schools and provide opportunities for alternative youth activities

- improve ecological environment;

- already established underground communications;

- Ensure citizens safety.

As a result of the publicity and the responsibilities undertaken and implemented during recent years by the management, the willingness of citizens to actually participate in government has increased . On the other hand the municipal team had big expectations referring to development of various sites in one calendar year and within a limited investment budget .

A committee of experts and municipal councilors was established to submit a list of sites to be included in the investment policy of the municipality for the year 2004 at a session of the Municipal council .

One of the main problems of Montana was the reconstruction of street pavement according to an inquiry made for the citizens . It is understandable that reconstruction sites in the field planned to be implemented within this year attracted greatest interest among the population . In order to receive the needed support the municipal team had to announce and motivate the criteria under which this list of construction sites has been developed: why those sites and why now ? This was performed through mass media announcements, public meetings and publications .

In the course of the work the following additional priorities were identified :

- repair of street lights;

- water supply of two settlements;

- construction of skateboard playground;

- reconstruction of city parks;

- repair of schools and kindergartens .

Results

- Citizens became more involved in municipal work ;

- Confidence in the local authority was increased ;

- The interest towards municipal work increased;

- Local business supported the plans and actions of the municipality;

- Expectations of citizens from the municipality has grown up , therefore started searching for alternative funding sources like donor programs , credit lines and share loans .

- In order to justify confidence various forms of preventive and current control over the financial activities of the municipality , namely those in the field of investment policy , were implemented .
