Background

In 1999 two representatives of the Know-How Fund of the British government visited the Municipality of Kurdjali and got acquainted with the conditions and the problems of the system for Solid Waste Management in the municipality. The visit was organized on the initiative of the Association of Ecologists in Bulgaria and representatives of the British Know-How Fund. In the context of harmonizing Bulgarian legislation with the European one, it has been recognized that its enforcement is the hardest part of the work. The legislatative body assigns the implementation of this task to municipalities. Facilitation of this process was one of the reasons for developing the Project for Solid Waste Management in the two pilot municipalities Lom and Kurdjali. After the competition held in the United Kingdom, the company Entec UK Ltd undertook the realization of the project.
Practice

The company Entec UK Ltd set up a central office in Sofia and local offices in Kurdjali and Lom. The teams, including mostly Bulgarian specialists, have been working worked under the guidance of British experts.

The main priority of the project was the establishment of joint working teams comprising specialists from the municipal administration in the field of nature conservation , investments and projects , finances , and public relations . In such a way the innovative European practices have been efficiently combined with the experience of the Bulgarian municipal specialists in order to find the most adequate solutions for the Bulgarian legislative context. The presence of an independent consultant engaged with municipal problems has helped the consolidation of the parties concerned and has made easier the implementation of new technology.

Another innovative aspect is the finding of working solutions for effective solid waste management for the villages in Kurdjali Municipality. Children and students from the municipality have been also engaged in various initiatives financed under the project. The joint work has had favorable effect on their environmental education. The project will continue in 2002.
Results

To date the project achievements include: a Strategy of the Municipality of Kurdjali for putting the system of Solid Waste Management in conformity with the up-to-date Bulgarian legislation; tender documentation for conducting a public bidding procedure for cleaning communal places, garbage collection, and transporting and disposal of solid waste; justification of the rate of local solid waste tax. The construction of a regional sanitary landfill was proposed, whose technical project was completed at the end of 2001.
