The practical activities for the urbanization of the Iztok Quarter in the Pazardzhik Municipality are being effectively combined with environmental education initiatives. The Badeshte Association, in partnership with the municipality, prepared and implemented a project for combining these ambitious and diverse strategies on the territory of the Roma District. The result is a considerably improved infrastructure and environment.

BAFP applies the innovative method of education of peers to peers, e.g. in that case education of young people to young people a method that has proved its effectiveness, especially in such a delicate area as the sexual education. The method relies on the instinctive empathy between young people for creating and sending an exciting message for adequate informing and taking personal responsibility.

The goal of the Community Forum is to facilitate the discussion of important problems concerning local development with broad citizen participation, and to formulate projects to be implemented at local and regional level. A basic recommendation for its work is to stimulate direct citizen participation in the development and implementation of these projects. Research conducted so far (e.g. UNDP's Human Development Report) show that it is far more effective if ideas are generated and specified by citizens in a debate with local authorities and other key actors in the community. The end result of such effort is the consolidation of citizen participation in the decision-making process and mobilization of local resources for sustainable development.

The public discussion of the 2000 municipal budget was held in three stages: the citizens were invited to attend the meetings of Municipal Council standing committees and to participate in budget discussions; the electronic media broadcasted interviews with citizens, discussions with experts from the Municipality and the Tax Directorate and a special TV program; and finally, the neighborhood centers had billboards of the Association and held a series of neighborhood meetings between citizens, business people and municipal representatives.

As part of its commitment to improving the delivery of citizen services, the district administration began publishing a newsletter. The first issue was published at the end of March 2000. The newsletter provides brief, user-friendly descriptions of the administrative services provided by the individual departments, as well as information on the required documents for these services. The goal is to provide the citizens of the district with the most accurate, quality and up-to-date information in areas of their concern.

The Youth Self-Government Day in the Municipality of Elena provided the graduates of the Ivan Momchilov High School the opportunity to get an idea not only about the structure and the functioning of the municipal administration. It allowed them to face the problems that the mayor s team and the municipal experts have to solve every day. This makes young people realize the responsibility that every municipal official has in solving these problems. The practice came up also as a response to students wish to get involved in solving issues that are important to the future of their home town.

The Municipal Roma Council in the Municipality of Botevgrad was established on January 7, 2000. Its main goal is to support the municipal administration in its efforts to improve the life of the local Roma people and to fully integrate them in the community. The existence of the Municipal Roma Council has already generated specific results.

As a result of the training seminars under PLEDGE, an information center was established within the Municipality of Nikolaevo.
