Youth Club of Silistra
Background
In the beginning of 1998, the Youth Cub of Silistra, together with the Youth Educational Center "Dialog" organized a seminar for the representatives of all educational institutions and youth organizations in the city of Silistra. Its purpose was to set up a youth public council in the city which should support and help the young people from the city and the region in discussing and solving their problems.
During the seminar discussions on the young people s leisure time, recreation, participation in the educational process, etc, the question about summer jobs was also raised. The young people expressed their desire to work. Through their work they could earn money for recreation, for everyday expenses, the purchase of clothes or they could simply aid the family budget.

Practice
The seminar gave rise to the idea of setting up a summer youth labor market (SYLM. The economic situation in the country was taken into account, particularly, as regards the city of Silistra which has high unemployment rate due to shrinking production and shutdowns of enterprises, and where young people and also entire families have migrated to the big cities. The predominant agricultural character of the region had also to be taken into account. The purpose of the SYLM is to inform and guide the young people seeking employment to get into contact with employers who have declared vacancies during the summer period. The services provided by the market are free of charge both for the job seekers and for the employers. The youth Club of Silistra applied with a project for funds from the Committee for Youth, Physical Education and Sport. The project has been endorsed by the Committee and by its Deputy President, Mr. Atanas Georgiev. Assistance was also offered by Eng. Feyda Trifonov, head of Department "Youth Activities and Initiatives."
On May 14, 1998, the project "Summer youth labor market" started. Through media advertising the market activities reached the public. Letters asking for cooperation were sent to enterprises and agricultural cooperatives in the city and the region. Meetings and interviews with representatives of the private business circles and the land-lease holders of peach-tree fields were arranged. The labor conditions and the labor remuneration were been checked. The entire information registration for work, applications for jobs is treated manually because no computer is available.

The SYLM s popularity and success show that the market is suitable instrument to use under the municipality s specific conditions.
