Background
Two children s playgrounds were constructed in a neighborhood in Razgrad . These playgrounds cannot meet the needs of all people living there , whom are mostly young people . There are deserted terrains among the living buildings , and some of them are dangerous, being close to the traffic . It seems natural that people from the neighborhood wish all these terrains to be transformed into safe place for their children . Meanwhile the facilities of the playgrounds are often destroyed by children , because they themselves do not feel responsible to preserve them . This brought the idea to construct and maintain new children s playground in neighborhood Abritus, funded by the municipality and with the active participation of people and children living on the territory.
Practice

On the mayor s reception day a group of citizens, living in neighborhood Abritus, proposed a children s playground to be constructed in the neighborhood . A meeting in the neighborhood was organized with the active participation of the mayor and experts from the municipal administration, in order to hear the opinion of people living in the neighborhood. IN the course of project development the experts took into consideration citizens opinion, especially this of children from the neighborhood about the design of the playground and the facilities to be installed . A metal fence was installed in order to ensure safety, and the fence was painted by the children themselves . Under their demand the street lighting was also enlarged in order to provide light for the playground.

The main problem discussed at the meeting was how to preserve the playground after being constructed . Unfortunately recent practice shows that similar facilities existed no more than several months , because even children who use them break the facilities and destroy the green areas . This provoked the idea that children from the neighborhood would undertake management of the playground, thus making them responsible for its preserving and maintenance. An agreement for public - private partnership between the municipality and children from the neighborhood was prepared and signed by the mayor and three representatives of the informal children community in the presence of people living in the neighborhood . The agreement indicated specific rights and duties of both sides. The municipality was responsible for the following: to remove any damages regarding the facilities ; to ensure public order ; to award children annually for their contribution to the maintenance of the playground ; to enhance organization of competitions and events organized by the children in the neighborhood. Children would be responsible for the preservation and maintenance of the playground and every first Saturday of the month the children would organized cleaning of the terrain and the green areas ; they would be also expected to participate in reconstruction activities of the playground, organization of neighborhood games, competitions and other events .

Every three months a survey of the playground would be performed and a protocol on its status would be elaborated .

Results

- New children s playground constructed meeting the needs of its beneficiaries .

- New opportunity provided for young people to involve in decision - making processes .

- Young people actively involved in activities like cleaning and maintenance of park territories .

- New recreation zone created and a place for youth initiatives .
