Background

Citizens registration and services Department is situated outside of the main municipal administration building. Until three months ago, the department team has been working with old and insufficient computer equipment (including typewriters), in poor working conditions, constantly risking the database in case of an electricity breakdown. The department archive is also stored outside of both the municipality and the department buildings. Employees have not been supplied with computers; therefore services have been fulfilled usually by hand, as typewriters have been the best of technology available.


The desire to change the status quo urged the municipal team to apply with a project on the Citizens services improvement Program of the Foundation for Local Government Reform. Winning financing of the project provided for building a branch office Citizens registration and services of the Center for Citizen Services and Information facilitated the process.

Practice

The project realized on the program of Foundation for Local Government Reform and American Agency for International Development built two contemporary local nets, based on the completely renovated computer equipment of the Citizens registration and services department and archive. The optical cable of the Government ATM net provided for building a virtual net, which connected the local nets with the municipal Internet. The new technology created preconditions for the municipal officials to use at a certain level of accessing common data of the local Population database.


Automation of activities and technology decisions improved the quality of citizens` servicing, ensured an identical technological level of the whole municipal administration, as well as equal possibilities for its upgrade. The project opened five additional work positions at the CRS department. Changing the technology expedited services implementation all civil state services are being fulfilled at the main CRS department building, using electronic connection with the archive. Next step would be creation of database of the CRS archive and its including in the information system of the Municipality of Dobrich. The municipal team develops and adopts contemporary Internet-based program products, as the main goal is to turn the entire computer servicing into adequate to the modern world tendencies. Hence, prerequisites for the future integration of the local network to the National ATM net of the Government Administration have been created.

Results

Connection of local networks through an optical cable, considering the territorial remoteness of the municipal structures is a certain condition for reaching a common high level of citizens` services in all areas of the municipal activity.


The municipal team have created all preconditions for facilitation of citizens services complex servicing in coordination with government and non-government institutions; full electronic equipment for the document circulation and services, and most importantly realizing significant steps on the path of sustainable development.


In that sense, the practice could be applied not only to municipalities with remote structures, but also to institutions for complex servicing of citizens throughout the country.
