Background

The Municipality of Nessebar is the largest tourist destination on the territory of the Republic of Bulgaria. During the last five years, like other economic branches, the sphere of tourism and services has been passing through a difficult transition period. The Municipality has directed its policy towards attaining the strategic goals for tourism development in the municipality, more specifically towards technical infrastructure advance.

The waste treatment plant Obzor Byala is situated at the border of the Municipality of Nessebar (Bourgas region) and the Municipality of Byala (Varna region). Its purpose is to treat the waste waters of the towns of Byala and Obzor. The construction work began in 1982, but had been practically kept idle since 1986.
Practice

In 1998, the Ministry of Environment and Waters and the Municipality of Nessebar signed a contract to finance completing the construction work on the waste waters treatmnet plant Obzor Byala", which had started in 1982. According to the contract, the Ministry would provide the machinery and equipment, and the Municipality financed the activities of local importance electricity, roadbeds for the distribution lines, security of the construction site, training of personnel, financing the design, independent control, author`s rights surveillance, etc. The competition held determined the Kolyo Ficheto Company Nessebar as the main project contractor. The same company had completed waste water treatment plant Pomorie in 1997. The Danish Environment Agency provided the assembly and equipment of the waste treatment plant as a Danish Government contribution. The National Environemntal Trust Fund financed the deposits treatment equipment.

By the end of 2000, more than 90% of the construction work was brought to an end. Completing all equipment and installation work was planned for the summer of 2001. During that period a sewage collector of 950 meters was built, as well as several street drainages, which brought to 100% treatment of the waste waters of the town of Obzor. A significant part of the construction work in the town of Byala has also been completed.
Results

As a result of the intense cooperation of the Ministry of Environment and Waters, the Municipality of Byala, the company selected to be the main project contractor, and with the significant support of the Danish Environment Agency and the National Environmental Trust Fund, the treatment plant Obzor Byala started functioning in 2001. It covers 100% of the waste waters of the town of Obzor, and over 70% of the waste waters of the town of Byala. The project has contributed to the considerable decrease of the pollution of Dvoinica River, and respectively, of the Black Sea, which has always been an important indicator of the environmental state of this coastal tourist region.
