Background

The results of the preliminary research conducted on the problems and needs of local authorities in the Municipality of Devnya, as well as meetings with the mayor and the chairman of the Municipal Council, showed:
- Young people, working in the municipal administration needed additional knowledge in the area of communication and teamwork.
- More active civil participation (of young people especially) in the decision-making process of local authority was needed.
- The municipal administration needed to ensure transparency in its work. Citizens had to be familiar with their rights and obligations in order to exercise effective civic control.
- Municipality structures needed feedback on the social processes in the region in order to realize a satisfactory dialogue.
Practice

The project was implemented with the financial support of Open Society Club Varna and in successful cooperation between the Municipality of Devnya and the Marcianopol Foundation.

The main goals of the project were:
- Maximizing the interaction between the municpal departments and improving the quality of communication and feedback from citizens.
- Involving youths and representatives of the local population into the decision making process for resolving significant local problems, and implementing an effective civic control.

The Municipality of Devnya implemented these goals trough the following project activities:
1. Trainings with representatives of the project target groups local administration, municipal counselors, young people, for developing communication skills, teamwork abilities, overcoming and resolving conflicts, leading negotiations and arguments, generating ideas, holding public speeches.
2. Simulation of Municipal Council sessions about solving real problems of the young people in the municipality.
3. Creation of Citizen Advisory Council with youth representatives, which would support the implementation of municipal youth politicies and guarantee feedback from youth representatives.
4. Discussion with young people on the problems of local self-government functions, the activities of the NGO sector, unemployment among youths, drug addiction, etc.
Results

Project implementation helped improving the communication skills of the municipal representatives and their management qualifications. The project team increased its effectiveness in solving the problems of the community. Young people were encouraged to participate in the decision making process and in the planning of partnership activities. Using untraditional methods in the work of municipal structures was welcomed.
