			Background
			
The initiative for establishing a Students Parliament of the town comes in 1997 from the Youth Council - Open Education Center, Razgrad. The idea is to give young people the opportunity to discuss their own problems and acting in cooperation with the municipal administration, to find practical solutions. Young people receive understanding and support from the Chairman of the Municipal Council - Mrs. Dobrinka Moneva and from the Secretary of the Municipality of Razgrad - Mrs. Kina Diakova.

			Practice
			
The town`s youth election committee is responsible for the organization, preparation and conducting of the Elections for the Students Parliament. This committee has a chairman, secretary, two official representatives and two members. It decides that the Students Parliament consist of 21 representatives. The elections are fixed for 14th December, 1997. Candidates can be proposed by the students councils, classes or friends. Until 29th November the elections committee registers 36 candidates. For each of them a training course is provided, organized by the Open Education Center.
The pre-election campaign takes place in the schools of the town. It continues for two weeks. Candidates are presented to their schoolmates through regular publications in the Nie newspaper, published by the Youth Council. Candidates` platforms and programs are publicized by advertisement posters.
The voting begins on 15th September 1997 in five election sections. The campaign begins at 9.00 a.m. and finishes at 5.00 p.m. There are no registered offenses during the elections. The total number of students voted is 1772 (30% of those who have the right to vote). The results are announced on the same day. The elected students are given their official two-year mandates during a gala ceremony. The Mayor of the Municipality - Mr. Venelin Uzunov and the Chairman of the Municipal Council - Mrs. Dobrinka Moneva congratulate the elected representatives.
During its mandate the Students Parliament asserts itself as a leading organization in the students self-government. There are four committees in the framework of the Parliament:
- Territorial, Town Planning and Ecology Committee;
- Education and Science Committee;
- Culture and Intellectual Development Committee;
- Youth Problems, Sport, Tourism and Leisure Time Committee.
Outside specialists in relevant fields are involved in the activity of the committees.

- refreshment and cultivation of the Pchelina park;
- Easter cleaning campaign;
- celebration of the 50th anniversary of the adoption of the human rights charter.
The Students Parliament organizes a lot of concerts, campaigns and supports youth initiatives. It searches for opportunities for establishment of successful partnerships with other youth organizations.
