Background
The Youth Initiatives Regional Section is established in 1998 when its mission and priorities are stated. The Section offers practical methods for achieving goals and stimulating initiatives. It also establishes its managing body. At the second meeting, the Section adopts the annual plan for its activities, terms and responsibilities.
The activity of the Regional Section is directed mainly towards protection of the rights of young people and increasing their professional qualification. The section tries to create possibilities for practical involvement of young people in the municipal life. The exchange of experience, opinions and information is achieved by organizing discussions, workshops, courses and conferences. The Regional Youth Section is open towards all youth initiatives and offers partnership to all youth structures from the region.

Practice
Representatives of the ten municipalities - members of the Association, of the Regional Administration, of schools and NGOs are the actual participants in the implementation of the Youth Section activity. One of their first activities is to involve young people from the schools in the realization of its mission. This is achieved through collecting information for the different forms of leisure time organization and its popularization in the schools.
The members of the Section take active part in the initiatives of the Municipal Association. At its conference in 1998 the youth representatives suggest a Model for cooperation between civil society and local government. The main priority of the Section is to unite the separate youth structures from the region and develop and implement a Youth Program. In the discussion held on Challenges for the Young Generation participants are representatives of the local government, Youth Center, Youth Council, Bulgarian - American Center and Chance and Protection Association. On this meeting everyone declares their willingness for cooperation and readiness for participation in the activity of the Section. One of the Youth Section`s initiatives is to conduct several meetings with representatives of the local authority and high schools from the region. At these meetings the young people discuss their problems and search for answers of the question Why and how is the young generation supposed to participate in local government? In June 1999, the young people from the region organize a training course aiming to popularize the Internet and electronic communication possibilities.

It shares the current problems with its supporters and thus makes their solution easier.
