Municipality of Ivanovo
Background
The questions related to ecology are the most important for the municipality of Ivanovo which prepares and adopts the Action Plan "Environment-Health." The plan outlines the priority actions and aims of the municipal management, firms, institutions and population. The action plan and the program included in it require a change in the way of thinking which will lead to a change in the actions of the authorities, the specialists and the population.

Practice
The action Plan "Environment- Health" includes:
1. Program for ecological and country tourism. Taking into account the rich natural and historic-cultural heritage of the Ivanovo Municipality the Ivanovo Rocky Churches, an object of UNESCO, the Middle Ages Town of Cherven, the protected territories of Natural Park "Russenski Lom" and the ornotologically important Fishing Farm near the village of Mechka the municipal administration develops and the Municipal Council adopts a Program for Development of Village, Ecological and Economic Tourism. In relation to that, advertising materials, financed by the Ministry of the Environment and Waters (MEW), are prepared and disseminated.
2. Information Center for Ecology, Culture and Tourism. Part of the unfinished building of the Youth House in the village of Ivanovo is scheduled for reconstruction and is planned to become the basis of the newly established Ecology, Culture and Tourism Association. A proposal to reconstruct the building into an Information Center for Ecology, Culture and Tourism is made to the Fund for Regional Initiatives and the Ministry of Social Care. It is planned to equip the following sectors: historic-cultural heritage; biological diversity; and tourism.
3. Eco-clubs and Eco-holidays. For a second year, students work in eco-clubs in the villages of Ivanovo, Pirgovo and Koshov. They are educated through the program "My Eco-world" which is developed by specialists from the Municipal Children s Complex and experts from "Russenski Lom" park. Traditionally, the children present what they have learned during the eco-holiday "A Gift from The Nature-Let Us Preserve It," held at the foot of the Rocky churches. MOSB, "Precis-Inter-Holding, Ltd., "DIN-Pirgos" firm, "Hilton" firm, Agricultural Cooperations and the population support the event. Some of those firms also cooperate for the reconstruction of bridges, others provide the wood material, the agricultural cooperations organize the children, and the population cleans the terrains. Adults and children, experts from Russenski Lom Park and the Historical Museum-Russe, businessmen, representatives of BASET, unions for tourism and district administration take part in the preparation and the celebration of the holiday.
4. Transfrontier cooperation in the field of ecology. A plan for the establishment of contracts for transfrontier cooperation with Romania is prepared in relation to the leisure and fun holiday "Birds and Songs from the Danube." The holiday celebrates ecology, local folk, sports, and the ornitofaune of the fishing farm (198 species). A new element in the holiday will be the "Artists Plener" for artists from Greece, Macedonia, Yugoslavia, Romania and Bulgaria. Their works should be on topics related to the municipality of Ivanovo. The works will be exposed before the holiday in Pirgovo and on the day of the holiday in Stulpiste.

According to a decision made by the Municipal Council of Ivanovo, the Institute for Regional Researches and Projects-Sofia prepares a program for sustainable development of the Ivanovo Municipality. The increased rate of unemployment on the territory of the municipality compels the preparation of the program. However, because of the Action Plan "Environment-Health" the municipality will issue permissions only for businesses not polluting the environment. The Action Plan "Environment-Health" and the Program for Sustainable Development of the municipality of Ivanovo will be related by a common aim to improve the economic state of the territory of the municipality in an ecologically clean way.
