Background

For the fifth consecutive year the Municipality of Montana organized a wide public forum for the review of the investment policy for the budgetary year. The reconstruction of the central garden and the construction of underground irrigation system were among the priorities supported during the review.

Over the years, the climatic changes resulted in reduced drinking water quantities in the municipalities of Montana and Vratsa. The existence of this problem, combined with the significant reduction of irrigation costs, were the factors that encouraged the Municipality to develop a proposal and submit it to the Beautiful Bulgaria Project.

Practice

BGN 150,000 were needed for the reconstruction of the garden and for the construction of the underground irrigation system . The Municipality of Montana developed the required technical design and cost estimates. The Municipal Council made a decision to support the project that was submitted to Beautiful Bulgaria Program. Beautiful Bulgaria Project allocated grant funding in the amount of one-third of the required financing. The remainder was financed by the municipal budget. To secure wide public support for the project, mayor Zlatko Zhivkov and his team promoted the potential effects of the project to the citizens. Special attention was paid to the improved access to public spaces for people with disabilities. Project implementation resulted in alley pavement replacement, improved condition of green areas, construction of underground irrigation system and enhanced access to public spaces for people with disabilities. 60 new benches were installed in the central garden.

Results

- Grant funding provided for a publicly supported project;

- Use of drinking water for irrigation replaced by use of industrial water;

- Improved access to public spaces for people with disabilities;

- Increased confidence of public in the municipal administration, based on the latter's ability to implement projects of public importance with a relatively restricted municipal budget.
