Social Activities

The project aimed at the development of a modern municipal policy, with participation on behalf of the young people, for active involvement of the young generation in the local decision-making and policy formulation processes, according to the European Charter on Participation of Young People in Local and Regional Life. The newly-formed youth initiative group grew into the Youth Municipal Council and the young leaders increased their capacity and skills to formulate the existing problems and identify and withstand the most adequate solutions, applying the principles of transparency, equal opportunities and active involvement in the public life.

The project aimed at increasing the general knowledge, understanding and affirming an active position of the pupils from the elementary schools towards topics of importance to the young people, but which are not covered within the educational process and regular classes: aggression, conflicts, and harmful addictions. The project helped the establishment of voluntary groups of children in all the schools, applying the principle children teach their friends . The main focus of the training covered the learning by doing approach, teamwork, interactive learning methods, role games, brainstorming, discussions, debates and round table meetings.

The introduction of the Social Ombudsman in the Municipality of Kresna aims at providing better access to information and protection of the rights of the disabled people. Through the improvement of the office environment for quality provision of social and administrative services, the disabled people and elderly from the local community can have access to various legal consultations and advice. The conditions for social contacts and active social life of the disabled people are improved.

Rom association with ideal purpose was established in order to work for improvement of the social-economic statute of the representatives of this minority group in the village. The association already develops wide spectrum of initiatives and activities, which made it centre for formation of civic attitude on questions concerning the minorities in the village.

Organization of school sports competitions on football and basketball for girls and boys in Svishtov municipality village. In the competitions take part school teams from the town and from 15 villages in the municipality. The sports holiday Tsvqtko Tsvetkov helps for the development of sportsmen and personal qualities in students aged between 12 and 15 years.

The Roma centers and health consultancies in Kozlodui and Boutan were established under the Support to the Small Community, Assistance to the Most Vulnerable Project, funded by the British Global Opportunities Fund. The project was developed by the Regional Economic Development Initiative in the Kozlodui NPP Area Association (KREDI) in partnership with the Municipality of Kozlodui. The project gave the Roma population a chance for real integration in society.

The establishment of consultancies for protecting mothers and children in Nadezhda residential area is a practice under a project of the international humanitarian organization, Doctors of the World . The project was implemented as a pilot on improving the status of the minorities. The grand opening of the consultancies was on April 14, 2005.

The purpose of the project was to expand the social services available to people with disabilities and to create new opportunities for sustainable employment and for improving their work skills. This was to be achieved by consolidating and developing the existing centers, the Social Integration and Rehabilitation Center, the Information and Training Center and the Information and Administrative Services Center. The project resulted in: 1. Expansion and delivery of social services (legal and psychological consultancies; rehabilitation; personal assistants; home care); 2. Hiring of experts to meet the special needs of the target group; 3. Training to meet the needs of the newly created positions; 4. Purchase of support equipment for the needs of the newly employed disabled persons.

In early July, 2004 the Montana Municipal Council, in implementation of Ministry of Education and Science s Strategy on the Educational Integration of Children and Students from the Ethnic Minorities in the Republic of Bulgaria, adopted a Plan for Educational Integration of Children and Students of Roma Origin. The plan is for the 2004 - 2008 period and includes commitments on behalf of the local authorities in Montana to solve the educational problems of the Roma children in the municipality.
