One of the priorities of the Municipality of Razgrad was engaging as many citizens as possible in resolving local problems. In 1997, collaborating with the United States Agency for International Development, the local Razgrad authorities developed a project for building public councils that would consist of different population groups. Public councils would work on problems in various areas: education and youths spare time activities, culture, sport, health, social activities, and infrastructure and development. After preliminary consultations with eminent public figures and specialists in the different areas, the project partners pointed out the members of the public councils, including representatives of all interested groups.

The innovative approach for presenting the budget in the framework of public discussion in 2003 includes the presentation of the budget made by Dobrich financial experts and a film entitled Dobrich Citizens Budget . Citizens and NGO proposals were discussed at a session of the Municipal Council, and those relating to changes in the legislative framework were presented to NAMRB.
