The Tourism Council in the town of Korpivshtitsa develops favourable conditions for cooperation between the three main sectors: the state, local government and private businesses. A number of hotels and restaurants are integrated, experience exchanged and a sustainable program for local tourism developed together with the municipality and the Ministry of Transport and Tourism, Ministry of Economy, Phare Program and the consultancy firm Dr. Gugg & Dr. Hank-Haase . The public gets acquainted with the new developments and products through the Tourist Information Centre of the Local Tourism Council.

The Friends of the Golden Sands Park Program was initiated by Mr. Thomas Szabo, an US Peace Corps volunteer working at the Golden Sands Park Directorate. In the implementation of this project, the Directorate was the leading institution. In this capacity, the Directorate formed a team of local residents interested in environmental education at local schools and coordinated the efforts of different institutions and NGOs.

The project Encouraging Citizens Initiative for Direct Participation in Environmental Decision Making and Sustainable Regional Development helps the strengthening of citizens organizations and provides information to the population on the existing environmental problems. A successful cooperation between NGOs, local government, citizens groups and media has been established. A training program is designed and three guides on environmental protection and sustainable development are published. 80 representatives of NGOs, local authorities, media and academic circles have been trained.

To facilitate the entire process, the Public Center presents the international experience in this field, and develops a handbook entitled An Example of Creating Sustainable Development Indicators , which offers a specific model for establishing indicators and methods for collecting and processing information.

Program starts in the town of Pernik in the spring of 1999 in response to the concrete need for enhancing young people s environmental culture and understanding of the principles of sustainable development in the context of European integration. A key moment in the demonstration project for energy efficiency reconstruction of Dr. T. Venkova United Regional Hospital, Gabrovo, implemented by "Electrotek Concepts Inc.", USA and ЕnЕffect, Sofia in cooperation with the Municipality of Gabrovo, with the financial support of USAID, is the reduction of the used energy component in the hospital budget, and the municipal budget respectively. This demonstrates a financial mechanism through which the funds generated from the energy saving can be used to increase the hospital budget available and to improve the quality of medical services provided.

As one of the five Bulgarian participants in the Citizens Participation on a Local Level Project, supported by the European Fund for Freedom of Expression, the Municipality of Velingrad implements a sub-project called Increasing the Ecological Culture of the Citizens of the Municipality of Velingrad. Owing to this project the community successfully finds its own place in the process of local government and achieves sustainable results in the field of environmental education.

On the City s initiative and with the assistance of the Vratsa NGO Center and the Okolchitsa 97Young Environmentalist Society, an Integrated Waste Management Program was developed for the City, followed by the relevant Action Plan and Local Ordinance. A new waste disposal depot is being built, to be operated jointly with the neighboring City of Mezdra. On a phased basis, the Program will cover all the communities in the Vratsa territory.
