On January 19, 2012 in the Blue Hall of the "Brotherhood 1869" community center - Kyustendil, a press conference was held to present the results of FLGR 6-monthly citizen monitoring of the public service f green areas maintenance in the city. The citizen recommendations were presented to the local government.
The Green area in front the city hall, the art gallery and the community center "Brotherhood" the monitoring placed as the most highly ranked by the citizens of Kyustendil. With the lowest rank “West” District and the banks of the River Banshtitsa were assessed.
236 citizens of Kyustendil joined the monitoring as a civil observers. They answered questionnaires where they could rank every green area they had chosen with the points from 1 to 5 (from poor to excellent).
Green area maintenance representя 0.52% of planned expenditure of the Municipality of Kyustendil in 2011. Тhe relevant unit employs 18 people who should care for 60 ha of green space, which is not realistic.
The biggest number of submitted surveys got the famous intown parka Hisarlaka. It is the greatest pride and most pleasant recreation park for citizens of Kyustendil. The average score of Hisarlaka is between 2 and 3. Among those recommendations are:
- more playing grounds that are safe for small children
- repair of the sporting equipment on the Walk of health
- plavementf of safety video cameras and more.
A Bulgarian proverb says that a mother feeds the baby that cries more loudly.
The "baby that cries more loudly" in Kyustendil is the “West” District. The people living there insist on improvement of a greens space, creation of recreational areas for adults and children.
The extremely low ranks the citizens gave to the green areas on the banks of the River Banshtitsa, flowing through the centre of the town. Recommendations for full rehabilitation, energy efficient lighting, more garbage bins, benches and bike lanes were given.
The citizens of Kyustendil want an improved garden at the theater, Balneosanatorium, Rakla Street and "Osogovo" District.
Unfortunately, the press conference was held the next day after the announcement of the annulment of the City Council elections and the new elections to be held. Due to this the results from the civil monitoring presented failed to receive adequate attention.
