FLGR prepared a Handbook, intended to help local administrations and municipal councils, named "Implementation of good governance principles at local level".

The handbook is based on the 12 good governance principles formulated in Barcelona Declaration 2007. The description of each principle is supported by citation of its main instruments and indicators, and is showcased with at least one good practice from Bulgaria and from EU/USA.

The online collection of Innovative Practices in Bulgarian municipalities on the FLGR website proved to be the only source of information in the field.

The handbook was commissioned by the National Ombudsman and was highly estimated by the National Ombudsman's Office and by local ombudsmen from all over the country at their gathering on the 20th of February 2009.
