In a process of consulting with citizens and local businesses, ending with a public discussion the public services to be monitored by citizens in the three pilot municipalities were chosen as follows:

• Kyustendil Municipality: Green areas maintenance
• Gotse Delchev Municipality: Cleaning of streets and public areas and waste collection
• Knezha Municipality: 1. Street network maintenance; 2. Home social patronage (food delivery to lonely elderly)

The monitoring will be carried out in the period of six months: June – November 2011.

Methodologies for monitoring of the four public services were elaborated and questionnaires.

Leaflets and posters popularizing the citizen monitoring were prepared and disseminated.

In June 2011 the monitoring process started in the three municipalities.

In the first half of July the first monitoring results will be presented to the leadership of the municipalities to call for action to respond to the proposals of citizens.

In July training in Citizen Journalism (module 1 and module 2) will be carried out in the three municipalities for citizens, representatives of local NGOs, community centres, schools.

Municipalities of Kyustendil, Knezha and Gotse Delchev partner FLGR in carrying out the project "Citizen Monitoring towards Effective Management of Public Resources”, funded by the America for Bulgaria Foundation.
