There is need within municipal administration of someone who would put forward and voice the opinion and ides of young people on public matters. There is a need for better coordination and cooperation between young people and local authorities. For the Day of Razgrad, 28 January, a strategy was developed and submitted for discussion by three youth organizations.

Three youth organizations in Razgrad, Youth Forum 2001, City Students Parliament and City Youth Council joined efforts to promote the adoption of the European Charter for the participation of young people in public life by the municapl Council, which took place on the Day of the Municipality with a unanimous decision.

In February 2001 meetings with youth leaders were conducted with the aim of forming an Association of Youth Organizations in Razgrad. A conference and a round table were organized in April in cooperation with YMCA and a declaration was adopted for the creation of the new organization. As a result the Association was founded and won its first project in the spring of 2002, funded by YMCA Gabrovo. The aim of the project, in line with the Youth Charter recommendations, was to establish a Youth Delegate in the municipal administration, who would represent and act for young people s interests. A survey of attitudes to this idea was conducted, and a series of four discussions was organized.

A code of conduct for the youth delegate was developed and submitted to local authorities for discussion. A round table put forward and elaborated proposals for young people s leisure time, rules for election and institutionalization of the Youth Delegate.

Significant institutional progress is observed by the adoption of the European Charter for young people s participation in public life. An Award recognising contribution to the European dimension of youth activity was founded, whose first nominee was Yanko Todorov. The youth Association lobbies for the institutionalizing of the Youth Delegate.
