Background

Using the traditional way of delivering materials to municipal councilors through copying of reports and the supplements to them has all its disadvantages . In cases when amendments to spatial plans are recommended or regulation and construction plans , as well as other amendments related with arrangements of municipal property , the sketches and other recommendations did not provide the needed visual presentation and made it more difficult for the councilors to take proper decisions . This fact imposed the analysis of different options to use different approaches for visualization of such supplements .

In 2003 the Municipal administration had the task to find a way to support the work of the municipal council by using economic and technical methods to visualize graphic supplements within reports in the agenda . In the end of mandate 1999 2003 the municipal council took the decision to visualize materials for discussion . The decision was not implemented .

Practice

A multimedia projector , projection screen and a lap - top are used for the performance of multimedia presentation . The needed information is preliminarily prepared in accordance with the volume of the submitted material within the agenda of the respective session in the form of ppt files by using MS Office Microsoft Power Point .

Great part of the graphic images are scanned and processed with the help of the available software . Then follows importing of the sites into the slide of the respective file . In the course of the work resources of the newly-established local network in the municipality are also utilized .

The importer presenting the given institution and amendment within it is facilitated by the visual presentation of the latter .

The practice has been introduced since the beginning of 2004 . An opportunity to officials preparing the respective materials is provided to suggest ideas in what way those materials should be presented or visualized and what kind of additional information to be inserted supporting the fair decision-making processes performed by the municipal council An opportunity to officials preparing the respective materials is provided to suggest their ideas of visualizing and the additional information in support of the fair decision-making processes .

The implemented idea is inserted as a requirement in article 59, line 2 of the new Regulations on Organization and Activities of the Municipal Council in Dobrich : Importers of reports related with arrangements of municipal property and amendments in the Urban Plan shall provide visualization through technical means during sessions on the respective spots, which are subject of the respective reports .

Results

The usage of multimedia presentation saves the hard copies of graphic images (maps and other documents) at strictly fixed places of the conference room, which are inappropriate for good visualization and clarifications . The interest towards reports and materials was significantly increased . At the same time this way of providing information provided opportunity for municipal councilors and attendants in the room to gain clear picture of the ideas suggested .

The usage of this modern way of presentation allows insertion of additional information , which could be large in volume and could not be presented in any other appropriate way .

The approach is a concrete step towards achieving more transparency in local self-government .
