In winter 1996-1997 a photograph picturing a kangaroo and its mother in the zoo of Dobrich was published in a Swiss newspaper. The history of starving animals has echoed in the public of the Swiss city of Shaffhausen and became the concept of a charity campaign named Aid Action for Dobrich Zoo .
An Initiative Committee was then established which involved experts from all spheres ecology, veterinary medicine, zoology, stockbreeding. Those people planned the implementation of a task to develop and create opportunities for improving living standards of animals and of Dobrich Zoo staff . Swiss specialists and representatives of the Initiative Committee visited several times the Zoo and delivered consultations on the spot. It became clear that it would not be possible to breed animals in the old space according to the modern standards .
The Municipality provided a terrain of 18ha of 30-year old typical for the region wood and bush planting, which was also very close to the city center, equipped with convenient transportation and meeting the project requirements. Projection was developed on the base of the concept and the plan developed by Prof. Dr. Ewald Isenbugel a veterinary doctor from the Zoo in Zurich, worldly prominent specialist in the establishment of such centers. A contract was signed between the Initiative Committee in Shaffhausen, Switzerland, and the Municipality of Dobrich City. The terms of this contract claim ed that Swiss partners were becoming the responsible party in provision of financial and methodological support. Municipal Council City of Dobrich took the decision to fund the first stage of implementation by allocating the amount of 600 000 BGN of the Municipal Budget.
The functional territory zoning was implemented as follows:
- Reception zone of high level of urbanization and human activity Human Zone. This part would be very close to the city territory and would play the role of a filter between it and the main part of the park . There has been a possibility to organize different group activities (games, training, education, information), mainly for children and students .
- Mixed zone Human-Animal Zone. Here we have the lower level of urbanization compared to the reception zone. It form ed the main part of the park and included the major part of the development of the basic alley network . Here birds and less dangerous animals would be located, allowing direct contact with people. Needed conditions for safety and comfort for both parties would also be provided in spatial and functional aspects.
- Botanical garden zone a minimum level of urbanization and exposition of local exotic plants. Natural zone for wild animals of minimum level of urbanization and passive observation of wild animals .
- Economic zone for services within the park and animals.
- Isolative greening zone buffer zone.
Center for Protection of Nature and Animals will function as a training center in ecology through observation methods, cares of animals and plants, appropriate video games and other training forms. In April 2002 started the project implementation, which previewed breeding of more than 100 species of animals within the wild nature and close to their natural environment: deers, bucks, lamas, bears, horses, donkeys, goats, pheasants, buffalos, water and exotic birds . The accent would be reproduction and reintroduction of rare species of animals: Prjevalski horse; spotted polecat; Carpathian mountain cat .
In the process of project implementation the zoo in the city of Zurich was also involved by sending certain species of animals to complete the collection.
A place for contact human-animal-environment was created, which was similar to the natural environment, and which provided the opportunity to people to train themselves in respect and love towards nature . The concept is applicable referring to establishment of such centers in other regions and Municipality of Dobrich City is open to provide the relevant assistance.
