Background

According to the Law for veterinary-medical activity, mayors of all the municipalities are obliged to organize the pursuit and isolation of vagrant dogs and to ensure resources for compulsory veterinary-medical activities. Stray dogs are temporarily put into isolator, and if in a two-week period nobody looks for them , they are put to euthanasia.

Implementing this decree for two years in the municipal asylum about 2000 dogs are put to euthanasia, but that did not reduced their population, respectively their number. It was proved to exist the so called territory saturation factor a definite number of dogs inhabit certain territory. During the process of putting to euthanasia some part of them, other dogs from other territories arrive to keep the existing balance. Because of the strongly expressed instinct of animals to live in packs and to chose their leader in the collision between the stronger ones, when new animals arrive on the territory new and old representatives lead fights for leadership. Permanent fights enrage the dogs and they become potentially dangerous for people.

Looking for opportunities to solve the problem, we started to explore the experience of other European countries and we managed to establish contact with the German Bulgarian union for protection of animals, German Bulgarian first aid for homeless animals. We achieved preliminary agreement to carry out a joint activity for reducing the population of homeless dogs in Dobrich municipality through realization of intensive program for castration

Practice

Dobrich town municipal counsel agreed on signing a contract for joint activity between Dobrich town municipality and the German Bulgarian union for protection of animals, German Bulgarian first aid for homeless animals for protection and reducing the population of homeless dogs in Dobrich town through realization of intensive program for castration

  • Dobrich town municipality placed the existing asylum for homeless dogs at German Bulgarian union s disposal for free for a five years period and undertook the expenses for food, energy and water within the range of the resources, approved in the yearly budget of the municipality for the corresponding activity.

Signing the contract the German Bulgarian union was engaged to:

  • Appoint and pay month remuneration to the employees in the dog s asylum;
  • Accomplish the activities for humane capturing of the animals, their cleaning, castration in hospital, their vaccination and visual marking in order to avoid their capturing for a second time, medical treatment of ill animals, for the postoperative period, for returning the animals to the places where they have been captured and to help for possible adoption of young animals on reasonable prices;
  • Take care for the livelihood of the animals in the temporary asylum providing healthy and qualitative food;
  • Capture and set free the animals using specially equipped and visually marked vehicles;
  • Ensure forthcoming activities of the employees regarding citizens proposals for castration of dogs in the corresponding neighborhoods;
  • Working over the complaints to clarify the problem immediately regarding the principle for safety of people and the effect of the population reduction of street dogs because of the castration;
  • Make a record for every castrated animal in a special register according to: age, sex, breed, color, size, place and date of capturing, date of castration and release;
  • Put to euthanasia only on prescription animals which are: 1) very ill dogs, that could not be cured, have serious pathologic modifications which cause them pain and pangs; 2) whose behavior puts in danger life and health of other people and animals. Reasons and date of the euthanasia must be marked in the register; 3) to create conditions for permanent control of the representatives of Dobrich town municipality who are in charge;
  • Build new asylum for homeless dogs for five years;
  • The Bulgarian German union accomplished the reorganization of the existing asylum, equipped an operating room and provided an ambulance, aquipped as an operating room, for performing veterinary-medical activities and castration locally, including the castration of domestic animals;
  • As a forthcoming step for permanent solution of this problem, the municipality was engaged to assign a place for the construction of new asylum for homeless animals, that corresponds to the European requirements and standards, as a continue of the program for castration.
Results

For one year we managed to regulate the population of homeless dogs and to reduce their number. The tendency is to solve permanently the problem with the stray bogs till the end of 2005.

The humane attitude towards stray dogs and the timely intervention of the Municipality induced the positive reaction of citizens and media.
