The Archeological - ethnic museum Old Dobrich is established in 1979. Its main objective is to preserve and present architecture , popular customs and living style of Dobrich from the period of 19th to 20th century. It is built in the city center, in the area of former Odun market place. In the restored old city market place ancestral craft masters carry on century-long tradition of handmade technologies and original instruments.
Offers for privatization of craft work shops were received. Municipal council of Dobrich refused to open privatization procedure. The refusal was appealed in front of Dobrich Region Court (DRC). DRC rejected appeals submitted by renters. DRC decision was appealed in front of Supreme Administrative Court which enforced DRC decision. The decision is final.
The eventual privatization hardly would make owners preserve craft patterns of handmade production.
After many conversations held between renters and municipal administration, as well as public debate in the media, the idea of History Museum director was submitted. It suggested granting of concession for the craft work shops within Archeological-ethnic museum.
In order to keep alive craft tradition Dobrich Municipality applied the most successful and legally acceptable form granting public municipal property under concession.
The municipal council accepted rules for concession granting , as well as concessionary obligations as follows:
- to reserve activity of craft work shop for the whole period of concession. The craft shop should be exploited by purpose.
- not to change the architectural-ethnic and exposition interior (internal and external) of craft shops for the period of concession
- to produce articles marked in Craft Register, using traditional instruments and following handmade technology
- to demonstrate traditional craft production and technology, practiced in Dobrudzha region during end of 19th and the beginning of 20th century. Museum visitors will receive information about craft articles and production technology
- to provide continuity in craft production by training and learning by experience within programme coordinated with museum specialists, museum director etc.
Concession granting aims at preserving Archeological-ethnic museum in the form it once existed.

- Revenues of yearly concession rate are at the amount of 27.500 BGN which respectively results in increase of municipal budget income ;
- Negotiated investments within these businesses are at the amount of 201.214 BGN for the whole concession period.
These businesses contribute to preserving and developing of culture tourism. Practice enhances the interest in old crafts of Dobrudzha region.
Concession control investigated 11 craft workshops. There were no malpractices, leading to contract suspension. The investment control was conducted by Municipal Council representatives for better transparency.
