Burgas, being a region of diversified industry, big concentration of functioning companies on the territory of the city and a center of intensive traffic , bears the risk of environment of lower quality , which determines it as a hot ecological spot . It is indisputable that civil society builds its sustainability when people are aware of the facts and form their active and adequate position on finding solutions to certain problems . Thus was the idea initiated to establish an ECO-BULLETIN. This initiative was followed by other initiative related with increasing awareness and improving population s ecological background .
The first edition of the ECO-BULLETIN came out in June 1994. It was developed by the municipal administration, based on monitoring information provided by the District Inspection on Environment and Waters, the Hygienic and Epidemiologic Inspection, HMO and Waters and Sewage - Burgas . Every week up - to - date data referring to air and drinking water pollution are being published . The bulletin is shown on a board , the information is uploaded in the web - site of the municipality www . obstina - bourgas . org and disseminated to the media .
There are 2 automation stations functioning on the territory of the city. These are constantly working and supporting 3 facilities providing emission control on the atmosphere under the following indicators: sulphur dioxide, nitrogen dioxide, phenol, hydrogen suphide, ammonia, plumbic aerosols, and ash and fine ash particles in the air . The data are processed and summarized in Burgas Municipality , and registered exceeding in permissible standards in the respective spot published in the Eco - Bulletin referring to the specific day and hour of pollution .
Information about the quality of drinking water is also published on the base of analysis made by ViK related to Kamchiya and Yasna Polyana dams and the water - supply network system in Burgas .
Since 1992 Burgas Municipality has started editing annual Report on Environmental Monitoring , in which using indicators for a period of 10 years the trends in the status of different environmental components and impact factors are published . The reports are divided into three sections impact status reaction , which has been modified according to international standards referring to environment . In a separate section Vision to future is also introduced what has to be performed in order to improve environment .
As a continuation of these initiatives followed the establishment and announcement of hot green line in Burgas Municipality . Since 1998 citizens in Burgas have had the opportunity to share their eco problems , to submit complaints related to pollution or homeless dogs , to receive additional information on environmental situation .
The practice shows that successful management and protection of environment could not be performed without active participation of people . Still the practice shows that it has been very difficult and slow process when people s mind is to change. We attempt to change something, because we are convinced that there is no straightforward alternative direction .
The editing of Eco-Bulletin and Report on Environmental Monitoring in Burgas Municipality and the establishment of hot green line :
Contribute to the increase of awareness of citizens;
Provoke public interests towards problems and issues related to environment and towards finding solutions to such problems ;
Provide opportunity to establish mutual linkage citizens local authority ;
Show that bureaucracy and indifferent attitude of officials towards the rights of all of us to be informed about the quality of environment we live in should be overcome ;
Prove that citizens opinion has been heard .
This initiative proves that there is alternative referring to the lack of awareness and interest and ways to solve problems directly related to us.
