In the last few years the Municipality of Svishtov applied for and implemented projects focused on local economic development and civil society involvement within the Chtalishta program , USAID s Pledge, Beautiful Bulgaria Project, UNDP s Capacity 21. In November 2002 Svishtov applied for and was included in the Forum program implemented by Balkan Assist and FLGR.

The 60 NGOs, culture centers and sports clubs working in Svishtov Municpality have different interests, problems and needs. There is a need to coordinate in some way their efforts and ensure good information flow.

In the process of implementing the Forum program a Memorandum of Cooperation was signed between the Municipality and all partners involved. In the course of one year a series of 10 thematic forums are organized: During these sessions the participants discuss problems, recommendations and projects within the topics: Municipal Administration, Education and Culture, Tourism, Villages, Sport, Environment, Young people and Business. During this time the participants can make recommendations for solving specific problems. At the end of the last thematic meeting the implementation of a number of specific projects is agreed, supported with consensus by the Forum. The projects are funded by the Swiss Agency for Development and Cooperation and Svishtov Municipality.

The approach of the Forum Program for solving local problems and funding projects supported by the community is a good way to develop civil society and enhance local government efforts to improve the quality of life, said Svishtov s Mayor Stanislav Blagov at the opening session. This practice can be implemented in other parts of the country either by applying to SDC for participation, applying with a similar project before other funding institutions or by implementing the Forum with own funds.
