Background

Roma children are mostly affected by economic difficulties . They live in an environment where the percentage of unemployment is at highest level ; living standards make their life more difficult and discourage them to go to school .

Thre Municipality City of Dobrich, school managerial staffs and teachers make their best to attract children in schools though creating an attractive social and psychological climate for roma children and achieving an atmosphere of ethnic tolerance through introducing multi - ethnic elements in the educational process . The effective work of multiethnic language environment and especially with roma children requires adequate preparation of teachers and assistants .

Practice

Under a decision of Municipal Council Dobrich a Programme on Ethnic and Demographic Issues regarding integration of ethnic minorities was adopted for the period 2004 2007, and an Action Plan for the year 2004 .

The Programme outlines basic goals and tasks in key public spheres, which would guarantee any change in the public awareness, categorization and introducing minorities, as well as their integration. It was elaborated in accordance with international standards , the national legislative framework and the country policy referring to ethnic minorities .

Considering the importance , specifics and complexity of educational issues , education appeared to be a priority field in the Programme and the Plan .

In relation to this the involvement of Municipality City of Dobrich in the implementation of project Roma Population Integration under PHARE Programme contributed to educational integration of roma children and students .

A training for teachers on work in multiethnic environment was carried out in Veliko tarnovo University Sv. Sv. Kiril and Methodiy .

Training of roma people regarding the position of teacher s assistant was also provided . The people who have passed this course have received a Supplement to the certificate for professional qualification Teacher s Assistant . Organization has been carried out and favorable environment created for the provision of practical experience in schools of mixed ethnic groups. The activities implemented by teacher s assistants are in correspondence with the formal record and specific needs of schools . Teacher s assistants supported the preparation of children and students to learn Bulgarian language as well actively participated in the process of attracting those children to schools and their participation in the process of education . For the short period of internship in schools campaigns of helping roma children were organized and a football game between teams from Dobrich and Varna was carried out . Dobrich Municipality provided the awards for the winners in the game .

A non - for - profit organization Integration Towards Increasing Awareness ROMA was established .

A concert on 1 June Child s Day was also organized and roma children took part in it with the support of teacher s assistants and the Association United Roma men and Women .

Results

- Acquiring knowledge and skills to work in multiethnic environment through training of teachers;

- Preparing teacher s assistants and providing conditions for practical implementation of learned in the course of roma population integration.
