The management of the municipal property is an important instrument in the municipal politics realization economical, social, and environmental. However, the Municipality disposes of scarce resources for maintenance and functioning of the municipal property. At great extend, the lack of finances deprives the municipality of actual management of its property. The municipal structures realized the necessity of improvement the protection of the property and more transparency in the work of the municipal administration.

The main goal of the innovation practice was to increase the quality of the information services for citizens and firms in order to achieve transparent and effective management of the municipal property and increase the municipal income. The specific goals of the project were the following:

- facilitating the access to updated and trustworthy information about the condition of each piece of the municipal property;

- improved quality of services for citizens and firms;

- transparency in management and privatization of the municipal property and firms;

- active marketing policy;

- building a realistic concept for municipal property management.

Municipality of Karnobat achieved the project goals with the financial support of the Ministry for International Development of Great Britain, as well as local partners.

The innovative practice was realized through the following steps:

- Involving citizens in the processes of implementation the regulations of the municipal council, monitoring the procedures of municipal property management in order to reach transparency and publicity in the work of the municipal administration;

- Building and maintenance of information database of the municipal property, automation of the process of registration of municipal property in order to exercise better control on the management procedures;

- Broadcast of series How to participate in municipal auctions? that explain the requirements and the documents needed for participation;

- Public presentation of the offered municipal properties through announcements, TV and radio reports, information bulletins, etc.;

- Survey of the results of the innovative practice.

- Building a database of municipal property;

- Creation of register of the rented municipal property, privatized objects with all made contracts;

- Realized five TV reports of municipal auctions and seven reports for objects that are about to be offered at auctions;

- Topic series How to participate in municipal auctions ;

- 200 copies of information bulletins published;

- Effective management of municipal property;

- Transparency of the municipal auctions;

- Facilitation of the work of the Municipal Administration;

- Establishment of large partnerships between the Municipality of Karnobat, private businesses, government and non-government organizations;

- Increase the trust in the Municipal Administration;

- Increase the income of the municipality.
