Background

The need for the implementation of the project was prompted by the effects of climate change worldwide and the required response from all countries in order to mitigate and slow the effects of these changes in economic, social and political terms. The analysis of state institutions and ministries concerned with energy efficiency and sustainable development demonstrates the necessity of political action in several directions:

-          Critical assessment of the existing strategic documents concerned with reducing carbon emissions and promoting the use of alternative energy sources

-          Change in the policy making approaches at national and local level, so as to ensure that all aspects of climate change are considered and new requirements for all legislative initiatives to comply with are integrated

-          Assess the impact of climate change on human resources and trends of labor productivity and employment in the country, focus on the acquisition of "green" skills and creation of “green” jobs

-          A general change of attitudes and current habits and practices of society to implement energy efficient solutions in energy consumption

Practice

The overall objective of the project was to promote a change in existing paradigms of thinking and behavior of political parties and their representatives in the Parliament who are responsible to provide strategic direction in the formulation of policies and legislation in the field of climate change and energy efficiency, complying with fundamental principles of environmental protection. This will create a new management culture and process of developing policies that reflect the objectives included in the package "Energy and climate of the European Union for systematic action to protect the environment, energy efficiency, reduced emissions, sustainable transport and sustainable development. The project aimed to impact the Bulgarian Parliament to increase the environmental responsibility by making the first steps towards the development of a comprehensive environmental program.

The main activities undertaken to achieve the objectives were the two "green" weeks, held in the National Assembly. Each of them was accompanied by panel discussion and exhibition, presenting the main ideas. Green cards and fortune slips were distributed during the "green" weeks. They contained information on ways to protect the environment and practical advices on energy saving behavior to reduce consumption of electricity, water, fuel, paper and other resources. A bulletin with updated information and news on climate and energy issues was issued each month. A programme conference was held at the end of the project. Its aim was to help the Bulgarian School of Politics in setting out its future directions of work in the field of environment and energy.

  • Dissemination of information on recent worldwide developments in the assigned topics
